The Procurement & Contracts Manager is responsible for planning, executing, and managing procurement and subcontracting activities for construction and industrial projects.
The role ensures commercial efficiency through strategic sourcing, competitive tendering, and effective contract administration while maintaining compliance with UAE regulations and project requirements.
Procurement Strategy & Planning
- Develop and implement procurement and subcontracting strategies aligned with project timelines
- Prepare procurement plans and tender schedules for materials, subcontractors, and services
- Coordinate procurement activities with engineering, planning, and construction teams
- Identify and manage long-lead items to ensure timely project execution
Supplier & Subcontractor Management
- Identify, evaluate, and prequalify subcontractors and suppliers in the UAE market
- Maintain and expand a reliable vendor and subcontractor database
- Liaise with local and international suppliers to ensure competitive participation
Tendering & Commercial Evaluation
- Manage end-to-end tendering processes including RFQs, ITTs, and bid submissions
- Analyze technical and commercial proposals from suppliers and subcontractors
- Conduct bid clarifications, negotiations, and cost benchmarking
- Prepare tender evaluation reports and recommendation summaries
- Ensure full documentation, transparency, and audit compliance throughout the process
Contract Management
- Draft, review, and finalize subcontract agreements in line with main contract requirements
- Ensure contracts reflect back-to-back obligations and comply with FIDIC and UAE standards
- Manage the full lifecycle of subcontract agreements from award to close-out
- Monitor contractor performance in terms of cost, time, quality, and scope
Commercial Control & Risk Management
- Track variations, claims, and contractual correspondence
- Maintain variation registers and procurement documentation
- Support cost control, budgeting, and procurement forecasting
- Identify procurement risks and implement mitigation strategies
- Participate in value engineering initiatives to optimize costs
Project Coordination & Execution
- Coordinate with engineering, QA/QC, logistics, and commissioning teams
- Monitor manufacturing progress, inspections, and delivery schedules
- Support FAT, SAT, and commissioning-related supplier activities
- Ensure compliance with authority requirements such as ADM, DMT, and Civil Defense
Stakeholder & Authority Coordination
- Interface with clients, consultants, authorities, and internal teams
- Support approvals related to materials and subcontractors
- Ensure compliance with UAE regulatory frameworks and project specifications
Team Management & Process Improvement
- Lead and manage procurement engineers and contracts specialists
- Ensure accuracy and compliance of procurement documentation
- Drive continuous improvement in procurement and contract management processes
Project Close-Out & Handover
- Manage subcontract close-out, final accounts, and documentation
- Ensure submission of warranties, guarantees, and as-built records
- Track post-handover obligations during the defects liability period
- Support resolution of outstanding issues until final project completion
Qualifications & Experience
- Bachelor's degree in Engineering, Construction Management, Quantity Surveying, Law, Economics, or Business Administration
- 7–10 years of experience in procurement and subcontract management within construction or industrial projects
- Strong experience in UAE contracting environment and subcontractor management
- Hands-on experience in tendering, contract negotiation, and procurement lifecycle
- Familiarity with FIDIC, EPC, and Design-Build contracts
- Experience with long-lead equipment procurement and commissioning coordination is an advantage
- Proficiency in MS Office
- Fluent in English
