About the RoleThe PMS & L&D Specialist will play a vital role in executing key Talent & OD activities including Performance Management, Training Needs Analysis, Job Analysis, Career Development planning, ROI measurement, and internal capability building.
This position supports all departments at APSCO and ensures that employees are equipped with the right skills aligned to business goals.
ResponsibilitiesSupport the PMS cycle: evaluation, calibration, distribution & consolidation of reportsReview Year-End appraisal results and extract development needsPrepare and support career development plans for employees across APSCOConduct Training Needs Analysis (TNA), develop corporate training plans & Skill BankCreate, review, and update Job Descriptions using job analysis tools (task & competency-based)Coordinate training nominations, attendance, and cost tracking through JISREvaluate training effectiveness and measure ROI using Kirkpatrick methodologyDevelop L&D dashboards, training databases, and periodic reportsWork with assessment centers, consultants, and training vendors to deliver initiativesPromote a strong learning culture and support internal knowledge-sharing
QualificationsBachelor’s degree in HR, MIS, Business Administration, or related fieldPreferred certifications: CIPD L3, SHRM-CP, ATD, Train-the-Trainer or CIPD L5 People Management
Required Skills3–5 years’ experience in Performance Management / L&D / Talent DevelopmentStrong knowledge of:Job analysis and JD developmentTNA, Skill Bank, Training MatrixPMS tools, methods & reportingROI measurement (Kirkpatrick’s Four Levels)LMS and e-learning platforms (LinkedIn Learning, Coursera, HADAF, Doroob, Manar)Vendor coordination & budgeting
Preferred SkillsFacilitation & CommunicationStakeholder CoordinationCreativity & Learning AgilityProject Management
Pay range and compensation packageOffice-based with occasional field visits to training providers and assessment centers.
