Responsibilities
- Ensure implementation of ADNOC HSE Management System requirements across assigned projects
- Review and endorse contractor HSE plans, procedures, method statements, and risk assessments
- Participate in design reviews and safety studies including HAZID, HAZOP, SIMOPS, QRA, SIL, Bowtie
- Plan and conduct HSE audits, inspections, and compliance assessments
- Lead or participate in incident investigations and root cause analyses
- Prepare weekly and monthly HSE reports and management dashboards
- Promote a positive safety culture and support HSE awareness campaigns
Requirements
- Bachelor's Degree in Engineering, Environmental Science, Occupational Health & Safety, or related discipline
- Professional HSE certifications such as NEBOSH Diploma/IGC, CSP, GradIOSH, CMIOSH, CRSP, or equivalent preferred
- Lead Auditor certification (ISO 45001 and/or ISO 14001) preferred
- 15+ years of HSE experience in the oil and gas industry
- Minimum 5–8 years in a PMC, EPC, or major project environment
- Extensive experience with ADNOC projects, standards, and HSE requirements

Job Objective
- Provide leadership, oversight, and technical expertise in HSE management for ADNOC projects within a PMC environment
- Ensure compliance with ADNOC standards, UAE regulations, and international best practices
- Support project teams through proactive risk management, HSE assurance, contractor performance monitoring, incident prevention, and continuous improvement
HSE Management & Compliance
- Ensure implementation of ADNOC HSE Management System requirements
- Verify compliance with ADNOC Codes of Practice and UAE regulatory requirements
- Review and endorse contractor HSE plans, procedures, method statements, and risk assessments
- Monitor project HSE performance and recommend corrective actions
- Support development of project HSE strategies and performance indicators
Engineering & Design HSE Support
- Participate in design reviews to incorporate HSE considerations
- Review engineering deliverables for compliance with safety, health, and environmental requirements
- Facilitate safety studies: HAZID, HAZOP, SIMOPS, QRA, SIL, Bowtie, constructability reviews
- Ensure identified risks are assessed, mitigated, and documented
Contractor HSE Oversight
- Evaluate contractor and subcontractor HSE performance and compliance
- Review contractor monthly HSE reports, statistics, and action plans
- Monitor closure of audit findings and non conformances
- Participate in contractor HSE meetings and management reviews
Audits, Inspections & Assurance
- Plan and conduct HSE audits, inspections, and compliance assessments
- Track findings and verify timely implementation of corrective actions
- Support project assurance activities and management system audits
- Prepare HSE performance reports for project management and ADNOC stakeholders
Incident Investigation & Risk Management
- Lead or participate in incident investigations and root cause analyses
- Ensure lessons learned are communicated and integrated
- Maintain project risk registers related to HSE matters
- Monitor high risk activities and ensure appropriate controls
HSE Reporting & Documentation
- Prepare weekly and monthly HSE reports and management dashboards
- Maintain HSE records, statistics, action tracking systems
- Provide HSE input to project progress reports
- Ensure accurate reporting of HSE KPIs and leading/lagging indicators
