The Role

Lead all procurement-related activities within a PMC organization for offshore oil and gas or renewable energy projects.

Lead procurement activities for ADNOC projects while meeting standards, timelines, budgets, and contractual requirements.

Job Objective and Responsibilities

  • Develop procurement strategies, plans, vendor lists, and long-lead item strategies aligned with ADNOC guidelines.
  • Identify procurement risks, mitigation plans, and early engagement needs for critical and long-lead equipment.
  • Manage vendor prequalification in line with ADNOC approved vendor lists.
  • Oversee tender invitations, quotation requests, bid evaluation reports, and technical and commercial clarifications.
  • Participate in contract negotiations and award recommendations.
  • Monitor EPC contractor procurement performance and ensure compliance with vendor lists and project specifications.
  • Manage supplier performance, expediting, delivery schedules, disputes, claims, and procurement-related variations.
  • Keep procurement within approved budgets and track cost savings and value engineering opportunities.
  • Ensure compliance with ADNOC HSE, QA/QC, ethical procurement, anti-corruption, governance, and audit requirements.
  • Provide procurement reports and coordinate with engineering, construction, QA/QC, finance, ADNOC stakeholders, EPC contractors, and suppliers.

Qualifications

  • Bachelor’s degree in engineering, supply chain, business, or a related field.
  • Minimum 20 years of oil and gas sector experience, including at least 10 years in procurement management.
  • Strong knowledge of ADNOC procurement systems, with SAP required by the stated qualification and ARIBA preferred.
  • Strong contract negotiation skills and familiarity with ICV compliance requirements.
  • Experience in risk assessment and supply chain management.
  • Commercial and contractual awareness; FIDIC knowledge is preferred.
  • Excellent written and verbal communication, technical teamwork, and interpersonal skills.
