Responsibilities
- Develop and implement the operational competence management system, including competence standards, profiles, and assessment criteria
- Establish certification, licensing, and reassessment arrangements for safety critical positions
- Develop operational training strategy, training needs analysis, curricula, and course materials
- Plan and deliver training programs including classroom, simulator, on the job, and route learning
- Support Rule Book development and lead its implementation, briefing, and assessment across the workforce
- Oversee operational readiness strategies and plans related to training and competence
- Lead development and implementation of competence development strategy supporting ICV, Emiratization, and Omanisation objectives
- Develop structured knowledge transfer programs to transfer expertise from international professionals to national employees
- Act as focal point for internal and external stakeholders on training, competence, and operational standards
- Identify risks, develop mitigation plans, and maintain risk registers
- Establish quality benchmarks, conduct reviews and audits, and promote continuous improvement
- Lead, develop, and manage the training and competence team
Requirements
- Bachelor's degree in Education, Engineering, Transport Operations or related field (Master's preferred)
- Minimum 15 years' railway industry experience with leadership responsibility for operational competence management, standards, and workforce development
- Demonstrable experience designing competence management systems, operational assessments, and railway training programs
- Strong knowledge of railway operating rules, procedures, and safety critical communications
- Experience supporting operational readiness and workforce mobilization for new railway operations
- Proficiency in learning management systems, competence management tools, and training design methodologies
- Strong documentation and standards writing skills
- Demonstrated ability to lead cross functional teams and achieve results in high pressure environments
- Strong verbal and written communication skills in English
- Recognized qualifications in training, assessment or competence management (e.g., Train the Trainer, Assessor Awards) highly desirable

Role Overview
- The Operations Training, Competence & Standards Manager is responsible for developing, implementing and maintaining the Company's operational competence management framework, training strategy, operational standards and Rule Book implementation.
- Ensures a safe, competent and professional railway workforce throughout Operational Readiness and into commercial operations.
Principal Accountabilities
- Develop and implement the operational competence management system, including competence standards, profiles and assessment criteria.
- Establish certification, licensing and reassessment arrangements for safety critical and key safety positions.
- Develop operational training strategy, training needs analysis, curricula and course materials.
- Plan and deliver training programs including classroom, simulator, on the job and route learning.
