- Oversee daily execution of the in country team, schedule, and performance for assigned contracts
- Serve as the primary operational Point of Contact for QEADF, providing procurement guidance, sustainment support, and technical troubleshooting
- Direct in country team members including site leads, warranty/logistics, quality, and technical personnel
- Build strong partnerships with the major OCONUS subcontractor KDA
- Drive timely resolution of issues, ensuring Raytheon and subcontractor concerns are addressed promptly
- Support contract proposals including bidding, negotiation, definitization, and start up processes
- Develop and maintain a collaborative relationship with the QEAF customer
- Ensure subcontractor commitments meet financial, technical, and schedule requirements
- Collaborate with internal functions such as MRAD, Engineering, Contracts, Finance, Supply Chain, and Quality
- Lead, mentor, and motivate the in country team to achieve program objectives
Requirements
- Bachelor's degree and 12+ years of relevant experience or Advanced degree and 10+ years
- PMX Certification Level 4 or ability to obtain within 12 months
- CORE certification or process improvement equivalent
- 7+ years of experience in Program Management and Risk & Opportunity Measures
- Experience with large Air Defense weapon systems and prior military
- Experience in program execution across System Integration, Fielding, Training, Operations, and Sustainment
- Experience with financial analysis tools and project management tools
- Ability to obtain and maintain a U.S. government issued Secret security clearance
- U.S. citizenship required

Job Overview
- Raytheon's NASAMS Program Team is seeking an NASAMS In country Associate Director Program Management in Qatar
- Work closely with the Qatari Emiri Air Forces (QEAF) and key OCONUS subcontractor Kongsberg Air Defense (KDA)
- Serve as the primary point of contact for Qatar NASAMS execution efforts in Doha
- This accompanied role will be in Doha, Qatar for a 2 year international assignment on an MOU with potential extension
What You Will Do
- Oversee daily execution of the in country team, schedule, and performance for assigned contracts
- Serve as the primary operational Point of Contact for QEADF, providing procurement guidance, sustainment support, technical troubleshooting, and resource allocation
- Direct in country team members including site leads, warranty/logistics, quality, and technical personnel
- Build strong partnerships with the major OCONUS subcontractor KDA
- Drive timely resolution of issues, ensuring Raytheon and subcontractor concerns are addressed promptly
- Support contract proposals including bidding, negotiation, definitization, and start up processes
- Develop and maintain a collaborative relationship with the QEAF customer

Qualifications You Must Have
- Typically requires a Bachelor’s degree and 12+ years of relevant experience or an Advanced degree and minimum 10+ years of experience
- PMX Certification Level 4, or ability to obtain within 12 months
- CORE certification or process improvement equivalent
- 7+ years of experience in Program Management and Risk & Opportunity Measures
- Experience with large Air Defense weapon systems and prior military
- Experience in program execution across System Integration, Fielding, Training, Operations, and Sustainment
- Experience with financial analysis tools and project management tools and/or systems
- Experience working with cross functional teams
- Proven ability to effectively lead a cross functional team in an international environment
- Demonstrated ability to effectively work with international customers
- The ability to obtain and maintain a U.S. government issued Secret security clearance is required
- U.S. citizenship is required
Qualifications We Prefer
- MBA or a graduate degree in engineering
- Experience working in MENA region
- Experience as a Senior Non commissioned Officer
- Experience in international program execution, including collaboration with large international subcontractors and US Government programs
- Strong working knowledge of EX/IM regulations, security requirements, and subcontract formation, execution, and management
- Skilled in developing and reviewing cost proposals
- Expertise in supporting development, production, sustainment, and execution of complex weapon systems
- Proficient in using Program Management tools or equivalent systems
- NASAMS program experience in execution or capture phases
