- Serve as primary operational Point of Contact for QEADF, providing procurement guidance, sustainment support, and technical troubleshooting
- Direct in country team members including site leads, warranty/logistics, quality, and technical personnel
- Build strong partnerships with major OCONUS subcontractor KDA
- Support contract proposals including bidding, negotiation, definitization, and start up processes
- Develop and maintain collaborative relationship with QEAF customer
- Ensure subcontractor commitments meet financial, technical, and schedule requirements
- Collaborate with internal functions such as MRAD, Engineering, Contracts, Finance, Supply Chain, and Quality
Requirements
- Bachelor's degree and 12+ years of relevant experience, or Advanced degree and 10+ years
- PMX Certification Level 4, or ability to obtain within 12 months
- CORE certification or process improvement equivalent
- 7+ years of experience in Program Management and Risk & Opportunity Measures
- Experience with large Air Defense weapon systems and prior military
- Experience in program execution across System Integration, Fielding, Training, Operations, and Sustainment
- Ability to obtain and maintain a U.S. government issued Secret security clearance
- U.S. citizenship required

Role Overview
- NASAMS In country Associate Director Program Management in Qatar.
- Work closely with Qatari Emiri Air Forces and key OCONUS subcontractor Kongsberg Air Defense.
- Report to NASAMS Program Director within MRAD Directorate and collaborate with Qatar NASAMS Program Manager in Andover, MA.
What You Will Do
- Oversee daily execution of the in country team, schedule, and performance for assigned contracts.
- Serve as primary operational Point of Contact for QEADF.
- Direct in country team members including site leads, warranty/logistics, quality, and technical personnel.
- Build strong partnerships with major OCONUS subcontractor KDA.
- Drive timely resolution of issues.
- Support contract proposals including bidding, negotiation, definitization, and start up processes.
- Develop and maintain collaborative relationship with QEAF customer.
- Ensure subcontractor commitments meet financial, technical, and schedule requirements.
- Collaborate with internal functions to enhance program success.
- Manage subcontractor lifecycle deliverables and support customer program reviews.
- Lead, mentor, and motivate the in country team.
Qualifications You Must Have
- Typically requires a Bachelor’s degree and 12+ years of relevant experience or an Advanced degree and minimum 10+ years.
- PMX Certification Level 4, or ability to obtain within 12 months.
- CORE certification or process improvement equivalent.
- 7+ years of experience in Program Management and Risk & Opportunity Measures.
- Experience with large Air Defense weapon systems and prior military.
- Experience in program execution across System Integration, Fielding, Training, Operations, and Sustainment.
- Experience with financial analysis tools and project management tools.
- Experience working with cross functional teams.
- Proven ability to effectively lead a cross functional team in an international environment.
- Demonstrated ability to effectively work with international customers.
- Ability to obtain and maintain a U.S. government issued Secret security clearance.
- U.S. citizenship required.
Qualifications We Prefer
- MBA or graduate degree in engineering.
- Experience working in MENA region.
- Experience as a Senior Non commissioned Officer.
- Experience in international program execution with large international subcontractors and US Government programs.
- Strong working knowledge of EX/IM regulations, security requirements, and subcontract management.
- Skilled in developing and reviewing cost proposals.
- Expertise in supporting development, production, sustainment, and execution of complex weapon systems.
- Proficient in using Program Management tools.
- NASAMS program experience in execution or capture phases.
