- Establish and maintain an updated Relief Plan for officers going offshore
- Organize travel arrangements for officers to join and leave vessels
- Ensure officers satisfy training and documentary requirements per company policies and legal requirements
- Review appraisal reports and follow up on performance management actions
- Establish personal development plans for officers and monitor continuously
- Liaise with training section on scheduling training courses
- Maintain applicant database and undertake initial screening
- Maintain personnel and vessel files for documentation, certification, training, and salary payment
- Adhere to QHSE policies and procedures
- Undertake pre planned ship visits in Qatar and worldwide
- Arrange registration of achievements for Qatari officers
- Assist and arrange temporary sea service assignments for marine cadets and officers
Requirements
- Degree in Business Administration/Human Resources or related field
- Minimum 3 6 years experience in a medium to large sized company
- Knowledge of shipping HR related legislation (STCW/MLC) preferred
- Good knowledge of HR principles and practices
- Good knowledge of world geography including major ports and airports

Job Summary and Purpose
- Support the activities of marine personnel on vessels wholly owned by the organization as defined within the in house safety management system of NAKILAT.
- Ensure that company vessels are manned by properly qualified, experienced and competent personnel.
Key Accountabilities
- Establish and maintain an updated and comprehensive Relief Plan up to one year in advance for all officers going offshore.
- Organize travel arrangements for officers to join and leave vessels.
- Ensure officers satisfy training and documentary requirements per company policies and legal requirements (e.g., Flag and National Certificates of Competency).
- Review appraisal reports and follow up on recommended actions regarding performance management.
- Establish a personal development plan for all officers and monitor continuously.
- Liaise with training section on scheduling training courses.
- Maintain a database of applicants and undertake initial screening.
- Maintain all personnel and vessels files necessary for documentation, certification, training, and salary payment.
- Adhere to all relevant QHSE policies, procedures, instructions and controls.
- Undertake pre planned visits of ships mainly in Qatar but also worldwide.
- Arrange registration of achievements of Qatari officers.
- Assist and arrange temporary sea service assignments for marine cadets and officers employed by other Qatari companies.
Qualifications, Experience and Job Skills
- Degree in Business Administration/Human Resources or any other related field.
- Knowledge of shipping HR related legislation (STCW/MLC) looked upon favorably.
- Minimum of 3 6 years experience in a medium to large sized company.
- Reasonable understanding of the Maritime industry and legal requirements for sea staff employment.
- Good knowledge of HR principles and practices.
- Good knowledge of world geography including major ports and supporting airports.
