Job Summary and Purpose

  • Support the activities of marine personnel on vessels wholly owned by the organization as defined within the in house safety management system of NAKILAT.
  • Ensure that company vessels are manned by properly qualified, experienced and competent personnel.

Key Accountabilities

  • Establish and maintain an updated and comprehensive Relief Plan up to one year in advance for all officers going offshore.
  • Organize travel arrangements for officers to join and leave vessels.
  • Ensure officers satisfy training and documentary requirements per company policies and legal requirements (e.g., Flag and National Certificates of Competency).
  • Review appraisal reports and follow up on recommended actions regarding performance management.
  • Establish a personal development plan for all officers and monitor continuously.
  • Liaise with training section on scheduling training courses.
  • Maintain a database of applicants and undertake initial screening.
  • Maintain all personnel and vessels files necessary for documentation, certification, training, and salary payment.
  • Adhere to all relevant QHSE policies, procedures, instructions and controls.
  • Undertake pre planned visits of ships mainly in Qatar but also worldwide.
  • Arrange registration of achievements of Qatari officers.
  • Assist and arrange temporary sea service assignments for marine cadets and officers employed by other Qatari companies.

Qualifications, Experience and Job Skills

  • Degree in Business Administration/Human Resources or any other related field.
  • Knowledge of shipping HR related legislation (STCW/MLC) looked upon favorably.
  • Minimum of 3 6 years experience in a medium to large sized company.
  • Reasonable understanding of the Maritime industry and legal requirements for sea staff employment.
  • Good knowledge of HR principles and practices.
  • Good knowledge of world geography including major ports and supporting airports.
