Job Summary and Purpose

  • Handle and manage all activities related to seafarers’ professional development, career progression, and certification compliance.

Key Accountabilities Training

  • Conduct comprehensive Training Needs Analysis (TNA) for all seafarer ranks and roles.
  • Maintain a training matrix covering STCW, company mandated, and computer based training (CBT).
  • Develop and maintain individual training plans for each seafarer, ensuring alignment with regulatory and operational requirements.
  • Coordinate with internal departments and external training providers to schedule and deliver training programs.
  • Monitor training completion and certification validity, ensure timely renewals and compliance.
  • Design and implement a structured cadet mentorship framework to support the professional growth of cadets onboard.
  • Track cadet progress against training objectives and onboard assessments.

Key Accountabilities Career Development & Promotions

  • Design and implement career progression paths for all seafarer ranks, ensure transparency and alignment with company policies.
  • Track seafarer progress through career stages and maintain up to date records of qualifications and experience.
  • Manage the promotion process, including monitoring eligibility, maintaining waiting list, and coordinating with stakeholders.
  • Provide career counseling and debriefings to seafarers post deployment, offer guidance on development opportunities.

Key Accountabilities Performance Management

  • Oversee the appraisal process for all seafarers: ensure timely submission, review content, identify training needs.
  • Manage the annual performance cycle: consolidate scores, collaborate with department heads, support reward process.

Key Accountabilities Evaluate Training Centers

  • Assess and approve external training centers to ensure alignment with STCW, flag state, and company standards.
  • Conduct periodic evaluations of training providers for quality, relevance, accreditation status, and instructor competency.
  • Maintain a vetted list of approved training centers and ensure seafarers are enrolled only in compliant institutions.
  • Liaise with training providers to address feedback, resolve issues, and implement improvements.

Key Accountabilities Vessel Visits & Fleet Officer Engagement

  • Conduct vessel visits (including sailing visits) to evaluate and enhance onboard training, mentorship, and career development.
  • Lead planning, coordination, and execution of the Fleet Officer Meeting.
  • Gather feedback from seafarers and vessel leadership during visits to inform continuous improvement.
  • Support additional Marine Personnel Department (MPD) initiatives and tasks as required.

Qualifications, Experience and Job Skills

  • CoC STCW A III/2.
  • A minimum of 48 months sailing experience on Tankers, out of which minimum 6 at a Management Level Position (Chief/Second Engineer).
  • Familiarity with maritime regulations, certification systems, and training practices.
  • Training Program Design & Delivery, Training Needs Analysis (TNA), Career Pathway Development, Performance Management, Data Management & Reporting, Mentorship, Briefing & Debriefing, Stakeholder Coordination, Event & Program Management, Regulatory Compliance, Communication & Advisory.
  • Expertise in developing and managing training programs aligned with STCW, company specific, and computer based learning requirements.
  • Familiarity with maritime training standards, including IMO Model Courses and flag state requirements.
  • Ability to assess individual and departmental training needs using structured analysis tools and performance data.
  • Skill in designing structured career progression frameworks for all seafarer ranks.
  • Experience in managing promotion pipelines and maintaining promotion eligibility records.
  • Proficiency in managing appraisal systems, analyzing performance data, and aligning outcomes with training and reward strategies.
  • Strong capability in maintaining accurate training, certification, and performance records.
  • Ability to conduct effective debriefings and provide career guidance to seafarers, including cadets and junior officers.
