About the Role
Buro Happold seeks a Local Content Manager to lead compliance, performance, and continuous improvement for Saudi Arabia local content requirements. Responsibilities
- Lead annual Local Content certification and audit process for the entity
- Monitor compliance with Saudi Local Content regulations and requirements
- Maintain policies, controls and reporting processes for compliance and audit readiness
- Track regulatory developments and assess impact on operating model, projects and growth strategy
- Prepare Local Content reporting, risk assessments and performance updates for leadership
- Act as Local Content subject matter expert for Saudi related opportunities globally
- Support bid teams in assessing Local Content requirements, contractual obligations and risks
- Calculate and validate project specific Local Content targets using LCGPA methodologies
- Develop Local Content simulations and scenario modeling for bid strategies
- Embed Local Content requirements into project execution plans with project teams
- Monitor project performance against committed Local Content targets
- Analyze actual costs, forecasts and EAC data to identify trends and risks
Requirements
- Degree in Finance, Business, Economics, Engineering or related discipline
- Experience working with Saudi Local Content, IKTVA, ICV or similar localization frameworks
- Strong financial, commercial and analytical skills
- Advanced Excel skills including calculation models, forecasting and scenario analysis
- Experience analyzing project financial data, budgets, forecasts and performance metrics
- Ability to interpret regulatory requirements and translate into practical business solutions
- Strong stakeholder management and communication skills
- Experience in project based, engineering, infrastructure, construction or professional services environments preferred
- Experience supporting audits, certifications and regulatory compliance processes desirable

Role Overview
- Buro Happold seeks a Local Content Manager to lead local content compliance, performance and continuous improvement in Saudi Arabia.
- The role covers entity level requirements and Saudi related projects globally, supporting bids, project delivery and strategic decision making.
Key Duties
- Lead annual Local Content certification and audit process for the entity.
- Monitor compliance with applicable Saudi Local Content regulations and requirements.
- Maintain policies, controls and reporting processes to support ongoing compliance and audit readiness.
- Track regulatory developments and assess their impact on Buro Happold’s operating model, projects and growth strategy.
- Prepare Local Content reporting, risk assessments and performance updates for leadership and governance forums.
- Act as the Local Content subject matter expert for Saudi related opportunities globally.
- Support bid teams in assessing Local Content requirements, contractual obligations and associated risks.
- Calculate and validate project specific Local Content targets in line with LCGPA methodologies.
- Develop Local Content simulations and scenario modelling to support bid strategies, delivery approaches and contracting decisions.
- Work with Partners, Project Directors and Commercial teams to embed Local Content requirements into project execution plans.
- Support the preparation of Local Content certificates, bid submissions and client reporting.
- Help project teams establish achievable and compliant Local Content targets.
Your Experience
- Degree in Finance, Business, Economics, Engineering or a related discipline.
- Experience working with Saudi Local Content, IKTVA, ICV or similar localisation frameworks.
- Strong financial, commercial and analytical skills.
