Overview

Dar Al Yusr is seeking an experienced

Lead HSE, Environmental & Fire Safety

professional to lead health, safety, environmental, and fire safety readiness activities for a large-scale project.

The role will be responsible for conducting risk and compliance assessments, validating fire and life safety systems, supporting emergency preparedness, and ensuring HSE procedures and documentation are aligned with operational readiness requirements.

Responsibilities

  • Conduct comprehensive HSE audits, safety inspections, and risk assessments across facilities, equipment, and operational areas.
  • Identify hazards related to mechanical, electrical, fire safety, working at height, and operational activities, and follow up on mitigation actions.
  • Review and verify fire and life safety systems, including fire alarm panels, sprinklers, suppression systems, emergency lighting, and evacuation routes.
  • Lead the preparation and implementation of HSE procedures, incident reporting systems, emergency response procedures, LOTO, PTW, and related readiness requirements.
  • Support environmental compliance activities, including waste disposal, spill containment, emissions control, noise control, and environmental management coordination.
  • Advise on occupational safety requirements, including safety signage, access control, PPE, hot work permits, and lockout/tagout procedures.
  • Coordinate emergency preparedness activities, including drills, training, emergency response plans, and hazard studies for critical systems.
  • Support integration of HSE requirements into quality, compliance, and handover checklists.
  • Review and update HSE management plans, risk registers, safe work procedures, and related documentation.
  • Coordinate with internal and external stakeholders to support inspection readiness and closure of HSE-related observations.
  • Ensure relevant teams receive orientation on site-specific hazards, emergency procedures, and safe work practices.

Qualifications

  • Bachelor’s degree in Engineering, Safety Management, Environmental Science, Science, or a related field.
  • Professional safety qualification such as

Nebosh

  • or equivalent is required.
  • Minimum
  • 15 years of experience
  • in HSE roles within large construction, infrastructure, energy, power, or complex project environments.
  • Strong knowledge of HSE management systems, fire and life safety systems, risk assessments, PTW, LOTO, incident reporting, and emergency response procedures.
  • Familiarity with

Nfpa

  • standards and local Civil Defense requirements is preferred.
  • Strong communication, training, coordination, and stakeholder management skills.
  • Ability to enforce compliance, influence contractors and teams, and respond calmly and decisively in emergency situations.
  • High attention to detail, strong documentation skills, and a process-driven approach.
