Role Overview
Lead Cost Engineer responsible for portfolio-level cost performance across major social infrastructure programs in Saudi Arabia.
Support informed decision-making by ensuring cost positions are understood, substantiated, controlled, and aligned with program delivery objectives.
Responsibilities
- Own portfolio-wide cost reporting and monthly cost control cycles.
- Manage budgets, allocations, transfers, and cost coding across contracts.
- Develop forecasts, forecast-at-completion positions, and closeout projections.
- Oversee accrual validation, reconciliation, aging reviews, and unsupported item clearing.
- Track commitments, actuals, liabilities, settlements, and exposure through contract closure.
- Prepare cash flow forecasts and funding requirements for termination, demobilization, preservation, settlement, and closeout.
- Reconcile SAP, Oracle Unifier, commercial records, and project reporting data.
- Lead cost inputs for reports, dashboards, and presentations.
- Provide cost substantiation for claims, disputes, settlements, and final account reviews.
- Establish reporting templates, controls, and audit trails.
- Explain movements across budgets, commitments, accruals, actuals, cash flow, and forecasts.
- Support portfolio reviews and senior stakeholder discussions.
Required Qualifications and Experience
- Bachelor’s degree in Engineering, Construction Management, Quantity Surveying, Project Management, Business, Finance, or a related discipline.
- 20+ years of project controls and cost management experience, including 10+ years on major projects in Saudi Arabia or the GCC.
- Experience managing cost control on mega-projects or mixed-use programs with multi-billion SAR portfolios and high contract volumes.
- Experience with budgets, accruals, forecasts, commitments, cash flow, funding, cost reconciliation, claims, disputes, and settlements.
- Professional proficiency in English.
Technical Skills
- Hands-on proficiency with SAP, Oracle Unifier, advanced Excel, and reporting or dashboard tools.
- Experience presenting cost positions to senior leadership and working with client-side teams.
- Experience handling commercial discussions across contractors and consultants.
Preferred Qualifications
- Experience in an owner, IPMT, PMC, or major program organization is preferred.
- PMP, CCP, RICS, AACE, or a comparable credential is a plus.
