About the Role
Dragon Oil seeks a Lead Contracts Engineer to manage contracting strategy, tender evaluation, post-award contract administration, and claims mitigation for oil & gas projects. - Select the most appropriate implementation strategy, applicable contractual instrument and pricing structure for the scope
- Interface with Procurement on all pre award matters including strategy preparation and approval, tender evaluation and award recommendations
- Focal point for all post contract activities including routine administration formalities and change management
- Analyze and mitigate delay and disruption claims through to finalization including interface with Legal
- Prepare and administer Expressions of Interest, selection of appropriate contracting strategy, terms and conditions
- Post award Contract Management of all commercial and contractual matters through to contract close out
- Work with End User to select the most appropriate strategy and type of contractual instrument / provisions and payment structure
- Ensure equitable and transparent evaluation of tender submissions
- Support Procurement Department in obtaining clarifications and assist PMT in preparing Technical Evaluation report
- Ensure proper certification and close out at relevant stages of each Contract
Requirements
- Bachelor’s Degree in Engineering related discipline
- Minimum 12 15 years in tendering, contract preparation, administration and claim negotiation experience within the Oil & Gas, Chemical or Petrochemical industry
- Member, Royal Institution of Chartered Surveyors or equivalent, preferably legal background/training and ideally certification

Job Purpose

- Responsible for the interface with Procurement on all pre award matters including strategy preparation and approval, tender evaluation and award recommendations.
- Focal point for all post contract activities including routine administration formalities and change management.
- Analyze and mitigate delay and disruption claims through to finalization including interface with Legal where necessary.
Job Responsibilities
- Prepare and administer Expressions of Interest, selection of appropriate contracting strategy, terms and conditions, assistance to designated Project Managers in drafting the Scope of work, evaluation criteria and evaluation reports.
- Post award Contract Management of all commercial and contractual matters through to contract close out.
- Work with the End User to select the most appropriate strategy and type of contractual instrument / provisions and payment structure relevant to the scope of work and the type of service or material required.
- Prepare and administer Expressions of Interest, review the criteria for selection of bidders to ensure the optimum use of resources, maximize competition and ensure equal treatment of the companies registered with Dragon Oil.
- Confirm consistency between technical and commercial content of Invitations to Tender.
- Ensure equitable and transparent evaluation of the different technical, commercial and legal aspects of tender submissions.
- Support Procurement Department in obtaining clarifications when necessary, assist PMT in preparing the Technical Evaluation report, as necessary in the commercial evaluation, to ensure the optimum recommendation for award.
- Focal point for Engineering & Projects Teams for administration of all post award aspects of contracts including variations, applicability of LDs insurances and bank guarantees and claims mitigation.
- Ensure proper certification and close out at relevant stages of each Contract.
Education
- Bachelor’s Degree in Engineering related discipline
- Minimum 12 15 years in tendering, contract preparation, administration and claim negotiation experience within the Oil & Gas, Chemical or Petrochemical industry
