About the Role
Mohammed Bin Rashid Al Maktoum Knowledge Foundation is seeking a Head of Finance to oversee financial management, budgeting, and compliance with Dubai government financial regulations.

Responsibilities
- Prepare and implement annual financial plans aligned with strategic objectives
- Oversee the preparation and execution of the general budget
- Analyze financial performance and provide recommendations to enhance efficiency
- Ensure compliance with Dubai government financial regulations and policies
- Manage and execute financial operations via the GRP system
- Implement effective financial controls to protect assets
- Oversee preparation of periodic financial reports
- Follow up on internal and external audit findings
- Monitor disbursement and collection processes
- Lead and develop the finance team
- Coordinate with Dubai Finance Department and regulatory bodies
- Represent the entity in government financial meetings and committees
Requirements
- Bachelor's degree in Finance, Accounting, or Business Administration (Master's preferred)
- Professional certifications such as CPA, CMA, or ACCA preferred
- Minimum 10 years of experience in finance and accounting
- Minimum 5 years of experience working in financial departments of Dubai government entities
- Comprehensive knowledge of the Dubai Government GRP system
- High proficiency in Microsoft Office, especially Excel and Power BI
- Effective communication skills in Arabic and English
- UAE nationality required

- إعداد وتنفيذ الخطط المالية السنوية بما يتماشى مع الخطط الاستراتيجية للمؤسسة.
- الإشراف على إعداد وتنفيذ الميزانية العامة وضمان الالتزام ببنودها المعتمدة.
- تحليل الأداء المالي وتقديم التوصيات لتعزيز الكفاءة وتحسين الإنفاق.
- العمل وفق الأنظمة واللوائح المالية لحكومة دبي.
- الإلمام الكامل بجميع القوانين والأنظمة واللوائح المالية الصادرة عن دائرة المالية في حكومة دبي.
- ضمان تطبيق السياسات والإجراءات المالية المعتمدة وفق التعليمات الحكومية ذات الصلة.
- متابعة التحديثات المستمرة في الأنظمة المالية الحكومية وتطبيقها بما يضمن الامتثال الكامل.
- إدارة وتنفيذ العمليات المالية والمحاسبية عبر نظام GRP المعتمد في حكومة دبي.
- ضمان دقة إدخال البيانات المالية ومطابقة المعاملات مع التقارير الرسمية الصادرة عن النظام.
- التنسيق مع الجهات الحكومية المعنية لضمان الالتزام التام بمتطلبات النظام المالي الموحد.
- تطبيق أنظمة رقابة مالية فعّالة لحماية أصول المؤسسة وضمان النزاهة المالية.
- الإشراف على إعداد التقارير المالية الدورية (شهرية، فصلية، سنوية).
المؤهلات العلمية
- بكالوريوس في المالية أو المحاسبة أو إدارة الأعمال (ويُفضل حملة الماجستير في نفس التخصص).
- يُفضل الحصول على شهادات مهنية مثل CPA، CMA، أو ACCA.
الخبرة العملية
- خبرة عملية لا تقل عن 10 سنوات في مجال المالية والمحاسبة.
- خبرة لا تقل عن 5 سنوات في العمل داخل الإدارات المالية لمؤسسات أو دوائر حكومة دبي.
- معرفة شاملة بنظام التخطيط المالي لحكومة دبي (GRP) والأنظمة المالية الحكومية الأخرى.
- فهم عميق للسياسات والإجراءات الصادرة عن دائرة المالية بحكومة دبي.
المهارات الفنية
- إتقان استخدام نظام GRP والأنظمة الحكومية ذات الصلة.
- مهارة عالية في إعداد وتحليل الميزانيات والتقارير المالية.
- إجادة استخدام برامج Microsoft Office وخاصة Excel و Power BI.
- معرفة بأنظمة الرقابة الداخلية والمحاسبة الحكومية.
المهارات الإدارية والشخصية
- مهارات قيادية عالية وقدرة على توجيه فريق عمل متعدد التخصصات.
- التفكير الاستراتيجي واتخاذ قرارات مالية مبنية على التحليل.
- الدقة والانتباه للتفاصيل المالية.
- مهارات تواصل فعالة باللغتين العربية والإنجليزية.
- الالتزام بأعلى معايير الشفافية والمساءلة والنزاهة.
