Job Purpose

Strategy

• Develop vehicle licensing and registration legislation aligned with emerging developments and agency strategy.
• Lead vehicle licensing service procedures with competent authorities.
• Review agreements and performance standards with agents and licensing entities.
• Design vehicle recall campaign procedures with internal and external entities.
• Prepare public policy aligned with internal policies, agency strategy, and international practices.
• Advise management on strategic tasks and priority projects.

Operations

• Oversee registration and licensing processes across the Emirate for consistent application of approved requirements.
• Review licensing transactions and data for correctness and compliance.
• Coordinate with judicial, traffic, and security authorities on traffic-file restrictions.
• Coordinate with traffic departments across emirates to resolve operational issues.
• Conduct stakeholder workshops to strengthen licensing processes and results.

Product and Process Improvement

• Manage and update vehicle licensing procedures documented in the traffic system.
• Monitor vehicle data, identify gaps, and drive changes that improve data accuracy and integrity.
• Study complaints, requests, suggestions, and observations and formulate solutions.
• Lead closure of audit points and coordinate corrective and preventive actions.
• Recommend and implement service improvements for better governance and decision-making.
• Report project and program performance, risks, and progress to senior management.
• Develop procedures required to implement legislative changes and policies.

Physical Working Conditions

• Work primarily in an office environment using the traffic system and related digital tools.
• Attend meetings and coordination sessions with internal departments and external authorities as needed.

Job Qualifications and Requirements

• Bachelor's degree in Computer Information Systems or Law.
• At least 9 years of experience with a master's degree or at least 11 years with a bachelor's degree.
• Certifications such as Project Management Professional or Lean Six Sigma Green Belt are listed.
