Job Purpose

Strategy

• Provide vision and strategic support across pioneering, research, studies, knowledge, innovation, and creativity to achieve RTA goals and future development.
• Plan excellence requirements and awards participation and advise on projects and initiatives supporting continuous advancement.
• Co-develop the comprehensive management plan, supervise implementation, measure progress, and recommend best practices.
• Support sustainable implementation of research, development, and innovation strategies in compliance with authority policies.
• Track global trends and competitive indicators and align organizational plans and initiatives to secure leadership positions.
• Propose initiatives to meet Dubai Excellence Program requirements and sustain high performance across award categories.
• Advise on frameworks to attract startups and pioneers and evaluate implementation.

Operations

• Advise the director on specialized matters and provide professional and technical guidance.
• Implement plans and programs for research, innovation, partnerships, and pioneering practices.
• Manage the central database for research, innovations, intellectual property, and partnerships.
• Develop and activate mechanisms to measure and monitor maturity in innovation, research, partnerships, and excellence.
• Lead innovation and leadership projects by preparing scopes, selecting consultants, and following implementation stages.
• Provide technical support for excellence programs in line with leadership expectations.
• Supervise self-evaluation and simulations against excellence standards, analyze results, and implement corrective measures.
• Evaluate consultant and service-provider work and support external research partnerships and strategic research-center relations.
• Prepare and manage innovation laboratory, institutional research, and partnership plans and maximize their outputs.

Product and Process Improvement

• Provide expertise on supportive policies, manuals, and processes and advise on the intellectual planning management system at the authority level.

Qualifications

• Bachelor’s or master’s degree in Science or Business Administration.
• At least 12 years of experience with a master’s degree or at least 14 years with a bachelor’s degree.
• Experience with DGEP or EFQM is required.
