Hse Manager

is responsible for the development, implementation, and enforcement of Health, Safety, and Environmental (HSE) systems throughout the lifecycle of mission-critical infrastructure and data center projects.

The role ensures that all construction, testing, commissioning, and handover activities are executed in compliance with international HSE standards, Qatar regulations, and hyperscale client requirements.

The successful candidate will drive a proactive safety culture focused on achieving zero incidents and zero harm within a high-risk, mission-critical environment.

Hse Strategy & Planning

  • Develop and implement Project HSE Plans aligned with client requirements, project specifications, and Qatar Construction Specifications (QCS).
  • Establish HSE policies, procedures, objectives, and performance standards.
  • Define and monitor project HSE KPIs and safety performance indicators.
  • Promote a culture of continuous improvement and safety excellence across all project teams.

Regulatory Compliance

  • Ensure full compliance with Qatar Labor Law, HSE regulations, and statutory requirements.
  • Ensure adherence to QCDD fire and life safety requirements.
  • Maintain compliance with ISO 45001, ISO 14001, and other applicable international standards.
  • Liaise with regulatory authorities, clients, consultants, and auditors regarding HSE matters.

Risk Assessment & Hazard Management

  • Lead the preparation, review, and approval of Risk Assessments (RA) and Method Statements (MS).
  • Identify and manage risks associated with:
  • Energized electrical systems
  • Heavy lifting operations
  • Confined space entry
  • Work at height
  • Hot works
  • Critical commissioning activities
  • Implement effective mitigation measures and safety controls.
  • Monitor effectiveness of risk management programs throughout the project lifecycle.

Site Hse Management

  • Monitor daily construction and commissioning activities to ensure compliance with approved HSE procedures.
  • Conduct regular site inspections, audits, and safety assessments.
  • Ensure proper PPE compliance and safe working practices.
  • Enforce zero-tolerance policies for unsafe acts and unsafe conditions.
  • Support project leadership in maintaining a safe working environment.

Permit-To-Work (Ptw) Coordination

  • Oversee the implementation and administration of Permit-to-Work systems.
  • Coordinate with PTW Managers, Permit Officers, construction teams, and commissioning personnel.
  • Ensure safe execution of high-risk activities through proper permit controls and authorization processes.
  • Verify compliance with isolation procedures and permit requirements.

Testing & Commissioning Safety

  • Ensure safe execution of FAT, SAT, and Integrated Systems Testing (IST) activities.
  • Support commissioning activities involving energization, live testing, and critical system validation.
  • Enforce Lock-Out Tag-Out (LOTO) procedures and electrical safety requirements.
  • Coordinate closely with Commissioning Managers, engineers, contractors, and client representatives.
  • Monitor safety during black-building tests, shutdown activities, and operational readiness exercises.

Incident Management & Investigation

  • Lead investigations into accidents, incidents, near misses, and unsafe conditions.
  • Conduct root cause analysis (RCA) and identify corrective and preventive actions.
  • Prepare detailed incident reports and management summaries.
  • Monitor trends and implement lessons learned across project teams.

Training & Awareness

  • Conduct HSE inductions, training programs, toolbox talks, and safety briefings.
  • Ensure all personnel understand site-specific safety requirements and emergency procedures.
  • Promote safety awareness initiatives and workforce engagement programs.
  • Verify competency requirements for high-risk and specialized activities.

Emergency Preparedness & Response

  • Develop and maintain emergency response and crisis management plans.
  • Conduct emergency drills covering fire, evacuation, medical emergencies, and critical infrastructure incidents.
  • Coordinate emergency preparedness activities with local authorities and emergency services.
  • Ensure emergency equipment and response teams remain fully operational and ready.

Environmental Management

  • Ensure compliance with environmental regulations and project sustainability objectives.
  • Manage waste disposal, recycling programs, and environmental protection initiatives.
  • Monitor noise, dust, pollution, and environmental impacts associated with construction activities.
  • Promote sustainable construction and environmental best practices.

Documentation & Reporting

  • Maintain accurate HSE records, registers, permits, and compliance documentation.
  • Prepare daily, weekly, and monthly HSE reports.
  • Track safety performance metrics, KPIs, and corrective action status.
  • Provide management with regular HSE performance updates and recommendations.

Vendor & Contractor Hse Management

  • Ensure contractors, subcontractors, and vendors comply with project HSE requirements.
  • Conduct contractor HSE evaluations, audits, and performance reviews.
  • Monitor contractor safety statistics and compliance performance.
  • Drive accountability and continuous improvement among all project stakeholders.

Qualifications & Experience

  • Minimum 10–15 years of HSE experience within construction, infrastructure, industrial, or mission-critical environments.
  • Minimum 5 years of experience supporting mission-critical facilities, data centers, or hyperscale infrastructure projects.
  • Bachelor's Degree in Engineering, Occupational Health & Safety, Environmental Science, or a related discipline.
  • Proven experience in high-risk construction and commissioning environments.
  • Strong background in Permit-to-Work systems, electrical safety, and commissioning safety management.
  • Experience working with multinational contractors, consultants, and client organizations.
  • Knowledge of local regulatory requirements and international HSE best practices.

Mandatory Certifications

  • NEBOSH International General Certificate (IGC) or NEBOSH Diploma

• ISO 14001 Lead Auditor

  • OSHA Certifications

• Certified Safety Professional (CSP)

  • Other internationally recognized HSE certifications

• Health, Safety & Environmental Management Systems
