Responsibilities
- Develop, implement, maintain, and continually improve the Project HSE Plan in accordance with contractual requirements, company procedures, applicable Saudi Arabian regulations, and recognized international HSE standards
- Lead and manage the project HSE department, including HSE engineers, safety engineers, safety supervisors, environmental personnel, and safety officers
- Establish an effective HSE organization structure, reporting system, responsibility matrix, inspection programme, and escalation process
- Ensure that all construction activities comply with the approved HSE Plan, project procedures, method statements, risk assessments, permit to work requirements, and consultant instructions
- Provide HSE leadership for high risk construction activities including deep excavation, crane operations, heavy lifting, scaffolding, working at height, confined space entry, hot works, and electrical works
- Review and approve activity risk assessments, job safety analyses, method statements, lifting plans, emergency procedures, and permit to work documentation before work commencement
- Implement and control the project Permit to Work system for hot works, confined spaces, excavation, lifting, electrical isolation, work at height, and other high risk activities
- Conduct routine site inspections, safety walks, internal audits, joint inspections, and management tours to identify unsafe acts, unsafe conditions, and non compliant activities
- Maintain the authority to stop any activity presenting an immediate danger to personnel, property, the public, or the environment
- Coordinate with the client, consultant, project management team, authorities, subcontractors, and third party inspectors on all HSE matters
- Lead incident, accident, near miss, property damage, and environmental event investigations
- Prepare daily, weekly, and monthly HSE reports, statistical analyses, trend reports, dashboards, safety alerts, and presentations for senior management, the client, and the consultant
Requirements
- Bachelor’s degree in Civil Engineering, Mechanical Engineering, Electrical Engineering, Safety Engineering, or related engineering discipline
- Minimum 15 years of relevant HSE experience in the construction industry, including significant experience in an HSE Manager or senior HSE leadership position
- Proven experience in high rise towers, mixed use developments, deep basements, residential buildings, commercial facilities, hospitality developments, and five star hotel projects
- NEBOSH International General Certificate is mandatory
- NEBOSH International Diploma, IOSH membership, OSHA certification, ISO 45001 Lead Auditor certification, or equivalent professional HSE qualifications will be considered a strong advantage
- Valid Saudi Council of Engineers registration or classification, where applicable, is preferred
- Strong knowledge of Saudi Arabian HSE regulations, Civil Defense requirements, Saudi Building Code requirements, environmental regulations, and client specific safety standards
- Strong knowledge of ISO 45001 and ISO 14001 management systems
- Excellent written and spoken English is required; Arabic language capability is an advantage

Role Overview
- We are seeking a highly experienced, proactive, and strong performing Health, Safety and Environment Manager to lead all HSE activities for a major high rise mixed use development project in Saudi Arabia.
- The project comprises deep basements, high rise residential towers, commercial facilities, hospitality buildings, and a five star hotel.
Key Responsibilities
- Develop, implement, maintain, and continually improve the Project HSE Plan.
- Lead and manage the project HSE department.
- Establish an effective HSE organization structure, reporting system, responsibility matrix, inspection programme, and escalation process.
- Ensure that all construction activities comply with the approved HSE Plan, project procedures, method statements, risk assessments, permit to work requirements, and consultant instructions.
- Provide HSE leadership for high risk construction activities.
- Review and approve activity risk assessments, job safety analyses, method statements, lifting plans, emergency procedures, and permit to work documentation.
- Implement and control the project Permit to Work system.
- Conduct routine site inspections, safety walks, internal audits, joint inspections, and management tours.
- Maintain the authority to stop any activity presenting an immediate danger.
- Coordinate with the client, consultant, project management team, authorities, subcontractors, and third party inspectors on all HSE matters.
- Attend weekly and monthly HSE meetings and ensure timely closure of consultant observations, safety violations, audit findings, and corrective actions.
- Establish and monitor subcontractor HSE prequalification, mobilization, induction, performance, staffing, and compliance requirements.
Emergency Response & Safety Management
- Develop and manage the project Emergency Response Plan.
- Organize emergency drills and evaluate the effectiveness of emergency teams.
- Ensure that adequate first aid facilities, trained first aiders, emergency vehicles, firefighting equipment, access routes, and emergency contact arrangements are maintained.
- Monitor fire prevention and life safety arrangements.
- Establish and monitor the project traffic and logistics safety plan.
- Ensure safe control of tower cranes, mobile cranes, hoists, lifting equipment, temporary platforms, scaffolding, and other construction plant.
- Verify the validity of third party certificates, operator licences, equipment inspections, lifting accessories, scaffolding tags, and statutory documentation.
- Manage environmental requirements related to dust, noise, vibration, waste disposal, chemical storage, spill prevention, water management, and protection of surrounding properties.
- Implement heat stress prevention measures suitable for Saudi Arabian climatic conditions.
Incident Investigation & Reporting
- Lead incident, accident, near miss, property damage, and environmental event investigations.
- Ensure that investigations include immediate causes, root causes, contributing factors, corrective actions, responsible persons, and target closure dates.
- Monitor the timely closure and effectiveness of corrective and preventive actions and communicate lessons learned across the project.
- Establish, maintain, and monitor HSE documentation.
- Develop and monitor leading and lagging HSE KPIs.
- Evaluate the individual performance and productivity of HSE engineers, supervisors, and safety officers.
- Prepare daily, weekly, and monthly HSE reports, statistical analyses, trend reports, dashboards, safety alerts, and presentations.
Training & Culture
- Conduct site inductions, toolbox talks, task specific training, awareness campaigns, and competency assessments for employees and subcontractor personnel.
- Promote a strong safety culture based on visible leadership, personal accountability, worker consultation, hazard reporting, and prevention rather than correction.
- Ensure adequate welfare facilities, access arrangements, housekeeping, lighting, ventilation, sanitation, drinking water, rest areas, and worker accommodation controls where applicable.
- Support the project team in planning safe construction sequences, site logistics, temporary works, simultaneous operations, and interfaces between multiple contractors and work zones.
Required Qualifications and Experience
