- Develop, implement, and monitor health, safety, and environmental policies and procedures across project sites and offices.
- Conduct risk assessments, safety audits, and incident investigations, and ensure compliance with local regulations, international standards, and company requirements.
- Lead safety briefings and training, promote a proactive safety culture, and collaborate with project and operations teams to integrate HSE best practices into daily activities.
- Prepare HSE reports and documentation for internal stakeholders and external regulatory bodies, and continuously identify opportunities for improvement in HSE performance.
Requirements
- Strong knowledge of HSE management systems, risk assessment, incident investigation, and safety auditing, with demonstrated ability to implement and maintain these practices in construction or EPC environments.
- Experience developing and delivering HSE training programs, toolbox talks, and awareness campaigns, with effective communication and coaching skills across diverse, multicultural teams.
- Familiarity with relevant international and local HSE regulations and standards (e.g., ISO 45001, ISO 14001, OSHA or equivalent), and experience ensuring regulatory and client compliance on large scale projects.
- Demonstrated ability to collect, analyze, and report HSE data and KPIs, prepare clear documentation and reports, and use findings to drive continuous improvement in safety and environmental performance.
- Proven stakeholder management skills, including collaboration with project managers, site supervisors, and client representatives, and confidence in influencing safe behaviors and decision making.
- Bachelor’s degree in Occupational Health and Safety, Engineering, Environmental Science, or a related field; professional HSE certifications (e.g., NEBOSH, IOSH, or equivalent) are highly desirable.
- Relevant experience in HSE management within construction, energy, or EPC projects, preferably in the Middle East or similar environments, and willingness to work at site.

Role Description
- The HSE Manager role is a full time, on site position based in the United Arab Emirates.
- The HSE Manager is responsible for developing, implementing, and monitoring health, safety, and environmental policies and procedures across project sites and offices.
