About the Role
Parsons Corporation is seeking an HSE Director to provide strategic leadership for health, safety, environmental, and sustainability performance on a major airport infrastructure program in Riyadh.

Responsibilities
- Lead the overall HSE strategy, governance framework, policies, procedures, and performance standards for the program
- Provide leadership and direction to HSE teams across multiple project packages and contractor environments
- Drive a proactive safety culture across contractors, consultants, and project stakeholders
- Ensure compliance with applicable aviation, construction safety, environmental, and local authority requirements
- Manage regulatory audits, inspections, permits, approvals, and authority engagements
- Oversee construction safety across airfield works, terminals, utilities, and supporting infrastructure
- Ensure effective safety controls for high risk activities including lifting, excavation, working at height, confined spaces, and live operations
- Review risk assessments, method statements, safety plans, and contractor HSE performance
- Oversee environmental compliance, sustainability performance, environmental management plans, and impact mitigation measures
- Lead investigations into major incidents, near misses, and high potential events
- Act as primary HSE interface with airport authorities, regulators, clients, consultants, contractors, and senior leadership
- Establish HSE KPIs, dashboards, reporting systems, audits, inspections, and assurance processes
Requirements
- Bachelor’s Degree in Engineering, Environmental Science, Safety Engineering, or a related discipline
- Minimum 25 years of experience in HSE leadership roles across major infrastructure, aviation, airport, or airfield development programs
- Proven experience within airport, airfield, EPC, PMC, or delivery partner environments
- Strong background in construction safety management across complex, multidisciplinary projects
- Deep knowledge of international HSE standards including ICAO, FAA, OSHA, NFPA, ISO 45001, and ISO 14001
- Experience managing large HSE teams and multi contractor project environments
- Strong capability in auditing, compliance management, reporting, incident investigation, and corrective action management
- Excellent leadership, communication, stakeholder management, and crisis management skills
- Master’s Degree in Safety, Environmental Management, Engineering, or a related discipline (desired)
- Chartered status or equivalent HSE professional certification, such as NEBOSH IGC / IDIP, CSP, CIH, or CMIOSH (desired)

Job Description
- Parsons is looking for an amazingly talented HSE Director to join our team.
- In this role, you will provide strategic leadership and governance for health, safety, environmental, and sustainability performance across a major airport infrastructure program.
- You will oversee HSE strategy, regulatory compliance, construction safety, environmental management, incident response, stakeholder coordination, and performance reporting across the full project lifecycle.
What You’ll Be Doing
- Lead the overall HSE strategy, governance framework, policies, procedures, and performance standards for the program.
- Provide leadership and direction to HSE teams across multiple project packages and contractor environments.
- Drive a proactive safety culture across contractors, consultants, and project stakeholders.
- Ensure compliance with applicable aviation, construction safety, environmental, and local authority requirements.
