- Lead and manage day to day HR operations, ensuring efficient, accurate, and compliant HR service delivery
- Oversee the full employee lifecycle including onboarding, contract management, employee records, transfers, promotions, leave administration, and offboarding
- Develop, implement, and continuously improve HR policies, procedures, and operational workflows
- Manage all activities related to Qiwa, Mudad, GOSI, Hadaf (HRDF), and Saudization (Nitaqat) compliance
- Oversee payroll processing and WPS compliance through Mudad
- Manage employee relations issues, disciplinary actions, grievances, and investigations
- Prepare HR dashboards and reports covering headcount, turnover, Saudization, payroll, recruitment, compliance, and workforce analytics
Requirements
- Bachelor's degree in Human Resources, Business Administration, Management, or related field
- Minimum 8+ years of progressive HR experience, including 5+ years in an HR Operations management role
- Strong knowledge of Saudi Labor Law and HR best practices
- Extensive experience using Qiwa, Mudad, GOSI, Hadaf (HRDF), Muqeem, Absher Business, and other government HR platforms
- Professional HR certification such as SHRM CP/SHRM SCP, PHR/SPHR, or CIPD preferred

Job Summary
- We are seeking an experienced HR Operations Manager to lead and oversee all Human Resources operations while ensuring full compliance with company policies, Saudi labor laws, and government regulations.
Key Responsibilities
- Lead and manage the day to day HR operations, ensuring efficient, accurate, and compliant HR service delivery.
- Oversee the full employee lifecycle, including onboarding, contract management, employee records, transfers, promotions, leave administration, and offboarding.
- Develop, implement, and continuously improve HR policies, procedures, and operational workflows.
- Ensure accurate maintenance of employee files, HR documentation, and confidential personnel records.
- Supervise HR Operations staff and provide coaching, performance management, and professional development.
Requirements
- Manage all activities related to Qiwa, including employment contracts, employee transfers, work permits, establishment management, and compliance with Ministry of Human Resources regulations.
- Oversee payroll processing and Wage Protection System (WPS) compliance through Mudad, ensuring timely salary processing and reporting.
- Manage employee registration and compliance with GOSI, including new registrations, updates, and end of service processing.
- Coordinate with Hadaf (HRDF) for wage support programs, training initiatives, and employer incentives.
- Develop and monitor Saudization (Nitaqat) strategies to achieve and maintain required localization targets.
- Monitor changes in Saudi labor regulations and ensure organizational compliance.
- Coordinate with government authorities regarding inspections, audits, and regulatory requirements.
Payroll & Employee Services
- Oversee payroll preparation and validation in coordination with Finance.
- Ensure accurate processing of employee benefits, allowances, leave balances, overtime, and end of service benefits.
- Resolve payroll discrepancies and employee inquiries in a timely manner.
- Monitor attendance, leave management, and HR operational KPIs.
Employee Relations
- Manage employee relations issues, disciplinary actions, grievances, and investigations in accordance with company policies and Saudi Labor Law.
- Support department managers with HR guidance and operational best practices.
- Promote employee engagement and continuous improvement initiatives.
Reporting & HR Systems
- Manage HR Information Systems (HRIS) and ensure data integrity.
- Prepare HR dashboards and reports covering headcount, turnover, Saudization, payroll, recruitment, compliance, and workforce analytics.
- Maintain accurate documentation to support internal and external audits.
Qualifications
- Bachelor's degree in Human Resources, Business Administration, Management, or a related field.
- Minimum 8+ years of progressive HR experience, including 5+ years in an HR Operations management role.
- Strong knowledge of Saudi Labor Law and HR best practices.
- Extensive experience using Qiwa, Mudad, GOSI, Hadaf (HRDF), Muqeem, Absher Business, and other government HR platforms.
- Professional HR certification such as SHRM CP/SHRM SCP, PHR/SPHR, or CIPD is preferred.
