Key Responsibilities

  • Develop the strategic plan for contracts and procurement in alignment with the organization's objectives
  • Provide strategic oversight for the development, updating, implementation, and review of policies, procedures, and operational plans related to the contracts and procurement function
  • Provide expert advice to senior management on all matters concerning contracts and procurement
  • Oversee the preparation and development of the organization’s annual procurement plan
  • Manage and organize the tendering process for suppliers and service providers
  • Manage and oversee the in depth analysis, comprehensive review, and specialized auditing of proposals
  • Manage and oversee the assessment, analysis, and review of contract variations and purchase orders
  • Oversee the execution of the organization’s financial payments
  • Oversee the performance evaluation of service providers and suppliers
  • Oversee all inventory management operations
  • Oversee the conduct of in depth studies and analyses of supplier performance
  • Lead and supervise the preparation and execution of periodic inventory procedures

Additional Oversight

  • Lead and supervise the development and implementation of operational plans for asset and property management
  • Oversee the preparation and implementation of integrated procedures for asset management
  • Oversee the preparation and implementation of asset modernization procedures
  • Oversee the review of tender terms related to the department's functions
  • Lead the implementation of supplier bid opening procedures
  • Oversee the execution of procurement, maintenance, and service contracts
  • Oversee the management and coordination of maintenance, cleaning, security, guarding, and hospitality services
  • Oversee the processing of official transactions with government entities
  • Oversee the thorough review of records for periodic invoices
  • Oversee the organized and systematic management of document archiving
  • Oversee the management of the organization’s vehicles and parking facilities
  • Oversee the issuance of security permits for external suppliers

People and Process

  • Enhance employee proficiency by nominating staff for training courses
  • Oversee internal meetings to explain procedures
  • Support and maintain relevant approved standards systems
  • Implement information security policies and procedures
  • Propose and implement initiatives to improve employee happiness index

Qualifications

  • Master’s or Bachelor’s degree in Business Administration or equivalent
