Responsibilities
- Oversee all operations of the Applications Section in line with approved plans and strategic directions
- Develop strategic policies for application management and ensure alignment with department and Dubai Government objectives
- Supervise digital transformation and innovation processes, ensuring periodic updates and improvement of central financial systems
- Oversee policies and standards guiding selection, development, and use of IT software
- Ensure alignment between central financial systems strategy and business goals of the department and government entities
- Supervise development of central financial systems for Dubai Government to support strategic plan implementation
- Oversee preparation and implementation of developmental studies to update central digital financial systems
- Supervise processes to enhance shared applications to reduce costs and improve operational efficiency
- Improve information flow and continuously verify efficiency of application development projects
- Ensure technological solutions for government entities' needs through coordinated communication channels
- Manage collaboration with system providers and experts to provide innovative solutions for financial application challenges
- Ensure IT risk management and appropriate security policies to minimize risks
Requirements
- Bachelor's degree in Information Technology or related field (Master's: 12 years exp, PhD: 9 years exp)
- 15 years of experience for Bachelor's degree in similar fields
- Professional certifications: ITIL 4, CCBA, AAC, or PMP
- UAE nationality required

- الإشراف التام على إدارة كافة العمليات التي يقوم بتأديتها قسم التطبيقات وفقاً لخطط وبرامج العمل المعتمدة والتوجهات الإستراتيجية والعامة للدائرة، بما ذلك المسؤولية المباشرة على تطوير تطبيقات أنظمة تقنية المعلومات وبما يتوافق مع طبيعة التغيرات المتسارعة، والإشراف على عملية موائمة إستراتيجية الأنظمة الم
المهام والمسؤوليات الرئيسية
- تحديد الأهداف الإستراتيجية والتشغيلية وخطط العمل لكافة العمليات التي يؤديها القسم والتأكد من تنفيذها وفقاً للبرامج الزمنية المحددة بالإضافة إلى تنظيم العمل وتوجيه المرؤوسين لتأدية الأعمال الموكلة اليهم وفقاً لمستويات الأداء المطلوبة
- تطوير السياسات الإستراتيجية لإدارة التطبيقات والتأكد من موائمتها مع أهداف الدائرة الاستراتيجية ووفق التوجهات المعتمدة على مستوى الدائرة وحكومة دبي بهذا لشأن
- الاشراف المباشر على تنفيذ وتطوير عمليات التحول الرقمي والابتكار وضمان تحديثها وتحسين الأنظمة المالية المركزية بشكل دوري
- الإشراف على عمليات وآليات عمل وضع السياسات والمعايير والمبادئ التوجيهية التي توجه اختيار وتطوير واستخدام برامج تكنولوجيا المعلومات
- ضمان تنفيذ كافة السياسات والعمليات المرتبطة بالموائمة ما بين إستراتيجية الأنظمة المالية المركزية مع اهداف الأعمال للدائرة والدوائر الحكومية ووفقاً للإجراءات المعتمدة بهذا الشأن
- الإشراف على عمليات تطوير الأنظمة المالية المركزية لحكومة دبي وبما يدعم تنفيذ الخطة الاستراتيجية للدائرة وضمان تحسين إدارة المعلومات المرتبطة بها بالتنسيق مع كافة الجهات المعنية داخل وخارج الدائرة
- الاشراف التام على عمليات إعداد وتنفيذ الدراسات التطويرية لتحديث الأنظمة الرقمية المالية المركزية على مستوى حكومة دبي وتقديم التوصيات الملائمة لتفعيل عملية تطبيقها
- الإشراف على العمليات المرتبطة بتعزيز التطبيقات المشتركة لتقليل التكاليف وتعزيز الكفاءة التشغيلية لهذه التطبيقات على النحو المطلوب
- تحسين عمليات تدفق المعلومات والتحقق بشكل مستمر من كفاءة وفاعلية تنفيذ مشاريع تطوير هذه التطبيقات وفق التوجهات المعتمدة
- ضمان إيجاد الحلول التكنولوجية لاحتياجات الجهات الحكومية على مستوى حكومة دبي والمتغيرة بشكل مستمر من خلال تنسيق قنوات التواصل ووفق أفضل الممارسات
- إدارة عمليات التعاون المستمر مع مزودي الأنظمة وبيوت الخبرة لتوفير الحلول المبتكرة للتحديات التي تواجه التطبيقات المالية الحكومية وفي الوقت الملائم
- ضمان إدارة مخاطر تطبيق تكنولوجيا المعلومات ومتابعة ووضع المعايير الملائمة والسياسات الأمنية التي تكفل تقليل أثر هذه المخاطر والحد منها ما أمكن
المؤهلات العلمية وسنوات الخبرة
- تقنية المعلومات أو أي تخصصات ذات علاقة
- (15) سنة للبكالوريوس أو ما يعادله / ( 12 ) للماجستير / ( 9 ) للدكتوراه في مجالات عمل مشابهة
- شهادات مهنية تقنية مالية / إدارة المشاريع في مجال العمل، منها: ITIL 4, CCBA, AAC, PMP
