Job Objectives
- Supervise the digital application and smart systems ecosystem at the Community Development Authority by designing, developing, and operating innovative, secure, and scalable applications.
- Employ modern technologies and ensure system integration and continuity of digital services to enhance customer experience and operational efficiency.
Leadership Duties and Responsibilities
- Prepare short and medium term operational plans for the Application Development section and align them with departmental and sector plans.
- Develop policies and procedures for budget operations.
- Prepare budgets for digital transformation of social services and monitor execution.
- Prepare annual budget for the Application Development section and obtain necessary approvals.
- Foster leadership, manage and motivate employees, set goals, review performance, recommend training programs.
Operational Duties and Responsibilities
- Collaborate with various departments to identify technical needs and convert them into effective digital solutions.
- Oversee development and operation of digital systems and applications through analysis, design, development, implementation, and continuous improvement.
- Manage the application and system lifecycle, including operational and development plans, updates, maintenance, and replacement.
- Oversee execution of development projects, technical improvements, and ensure delivery within scope, quality, and time.
- Oversee technical integrations and API connections, ensuring compliance with government integration standards.
- Manage application quality and technical/operational tests, review results, and address technical feedback before launch.
- Oversee DevOps practices, release management, and operational deployment to accelerate development cycle and reduce risks.
- Manage technical and operational environments for applications, ensuring readiness and coordination with infrastructure and cybersecurity teams.
- Oversee performance management, operational stability, and business continuity by monitoring KPIs and developing recovery plans.
- Manage support and operations for digital systems and services, handling incidents and technical requests.
- Oversee technical aspects of user experience and digital channels, improving platform performance and accessibility.
- Manage technical knowledge and advanced support by documenting solutions and transferring knowledge to teams.
Qualifications
- Bachelor's degree in Information Technology, Computer Science, Software Engineering, or equivalent.
- Fluency in Arabic and English (conversation and writing).
- 10 or more years of experience in a related field, including 3 years in a supervisory role.
- 8 years or more if holding higher degrees (Master's, PhD) or professional certificates in digital transformation, AI, or application development.
