- Lead programme level planning, coordination, and performance management across a portfolio of concurrent projects
- Ensure effective integration between design, procurement, and construction activities
- Establish and oversee programme controls, including resource planning, delivery coordination, and structured reporting
- Maintain clear visibility of programme performance through governance reporting, KPI tracking, and data driven dashboards
- Manage risk tracking, change control, and interdependencies across multiple projects
- Apply analytics and root cause analysis to identify issues and improve delivery outcomes
Requirements
- Degree in Engineering, Project Management, or related field
- 20+ years of experience in infrastructure programme or portfolio management
- Primavera P6 / EPPM familiarity
- PMP, APM, MSP or equivalent desirable
- Framework level experience and UK and GCC experience are desirable

Description
- We are seeking an experienced Framework Program Manager to support a large, long term infrastructure programme in the UAE, involving the delivery of a portfolio of wastewater projects.
- The role will lead programme level planning, coordination, and performance management across a portfolio of concurrent projects.
- This position is suited to a leader with a strong track record in managing complex infrastructure portfolios.
Qualifications
- Degree in Engineering, Project Management, or related field
- 20+ years’ experience in infrastructure programme or portfolio management
- Primavera P6 / EPPM familiarity
- PMP, APM, MSP or equivalent desirable
- Framework level experience and UK and GCC experience are desirable
- Proven track record managing large scale, multi project frameworks or capital programmes
- Strong expertise in programme controls, reporting, and performance management systems
- Experience working with multidisciplinary teams across design and construction phases
- Familiarity with Primavera P6 and enterprise programme management systems
- Excellent stakeholder management and leadership capability in complex environments
