About Role
The FM Estimation Engineer leads the technical front office function of the Registration and Tendering Department.
The role prepares FM tender documentation, conducts site surveys, reviews work scopes, and ensures technical submissions meet company and client requirements.
The role works with the commercial team on pricing and is supported by back-office technical staff.
Key Responsibilities
- Prepare technical tender sections, including method statements, scopes of work, technical proposals, and engineering specifications.
- Review tender documents, RFPs, and client briefs for technical requirements and deliverables.
- Conduct site surveys to assess scope, asset condition, manpower needs, and service specifications.
- Prepare survey reports for cost estimation and proposal development.
- Liaise with clients and consultants during pre-tender visits and clarification meetings.
- Review submissions for technical accuracy and alignment with client specifications.
- Coordinate with commercial staff to align technical scope and pricing.
- Identify tender risks, ambiguities, and scope gaps and escalate them as required.
- Maintain standard technical templates, method statements, and scope documents.
- Guide technical support staff and coordinate with operations and contracts teams.
Qualification and Experience
- A bachelor's degree in Mechanical Engineering is required.
- At least four years of experience in FM estimation, quantity surveying, or technical proposal preparation is required.
- GCC experience and familiarity with the UAE FM market, client types, and authority requirements are required.
- Experience preparing technical documents for government and semi-government FM tenders is preferred.
Skills
- FM scope of works preparation and technical proposal writing are required.
- Site survey and asset assessment methodology are required.
- Working knowledge of MEP and soft FM service specifications is required.
- Familiarity with tender portals and document management systems is required.
- Proficiency in Microsoft Office, including Word, Excel, and PowerPoint, is required.
