About the Role
NAKILAT is seeking a Fleet HSSEQ Manager to ensure NSQL managed vessels comply with IMO, flag state, and company regulations. The role involves managing safety systems, conducting audits, acting as DPA and CSO, and leading emergency response.

Responsibilities
- Maintain up to date management systems for fleet compliance with legislations and certifying authorities
- Lead NSQL vessels drive for maintaining highest safety standards
- Manage internal and external compliance audits
- Act as Designated Person Ashore (DPA) under ISM Code
- Act as Company Security Officer (CSO) under ISPS code
- Conduct vessels’ accidents and incidents investigation and risk assessments
- Ensure NSQL vessels’ HSSEQ performance monitoring and safety data analysis
- Prepare company for in house ship management of gas carriers
- Develop and maintain Emergency Response Plan
Requirements
- Bachelor’s degree, First Class Master Mariner certificate or equivalent
- Post Graduate Qualification in Occupational Health and Safety preferred
- Lead Auditor for ISM and ISPS Codes
- Trained for ISO 9001, 14001 & 18001
- Minimum 12 years HSSEQ experience in oil and gas marine/shipping industry
- At least 3 years at a senior leadership role

Job Summary & Purpose
- Ensure NSQL managed vessels are operated in compliance with IMO, Flag State, International, National and Company legislations.
- Enhance safety commitment of Fleet office and onboard staff through effective engagement and reflective learning.
Key Accountabilities Systems Management
- Maintain up to date management systems for fleet requirements of legislations and certifying authorities.
- Maintain register of rules and regulations for NSQL and ensure compliance.
Monitoring, Audits and Compliances
- Lead NSQL vessels drive for maintaining highest safety standards.
- Manage internal and external compliance audits.
- Act as Designated Person Ashore (DPA) under ISM Code.
- Act as Company Security Officer (CSO) under ISPS code.
- Conduct vessels’ accidents and incidents investigation and risk assessments.
- Steer NSQL TMSA rating and SIRE program.
- Ensure HSSEQ performance monitoring and safety data analysis.
- Maintain safety initiatives register.
Ship Management
- Prepare Company to take over in house ship management of gas carriers.
- Develop plans for NSQL managed vessels and obtain regulatory approvals.
- Ensure all introduced vessels are provided with safety materials and HSSEQ training.
Emergency Response
- Develop and ensure preparedness of Emergency Response Room and maintain Company Emergency Response Plan.
Qualifications
- Bachelor’s degree, First Class Master Mariner certificate or equivalent.
- Post Graduate Qualification in Occupational Health and Safety preferred.
- Lead Auditor for ISM and ISPS Codes.
- Trained for ISO 9001, 14001 & 18001.
Experience
- Minimum 12 years HSSEQ experience in oil and gas marine/shipping industry.
- At least 3 years at a senior leadership role.
- Extensive experience implementing ISO 9001, 14001, 18001 and Integrated Management Systems.
