Requirements
- Bachelor's/Master's in Public Administration, Policy, Business, Management, Engineering Management, Finance, Economics, Future Foresight, Technology/AI
- 12+ years of experience with Master's (14+ with Bachelor's)
- Experience in financial strategy, investment analysis, KPI frameworks, governance, and executive reporting in a large public entity
- Preferred certifications: PMP, ACP, EFQM Assessor, CFA, FRM

Job Purpose
- Provide high level strategic, financial, governance, and performance advisory to the CEO's Office.
- Lead integrated financial strategic consulting workflows, strengthen financial and KPI frameworks, and steer cross domain financial and investment studies.
Responsibilities
- Provide Authority/sector level strategic financial and corporate strategy advisory to the SCG CEO.
- Facilitate cross domain financial, innovation, and technical advisory for SCG.
- Lead and advise on financial foresight, scenario planning, and economic trend analysis.
- Advance institutional excellence by developing financial performance frameworks and investment evaluation criteria.
- Enhance governance and policy oversight by reinforcing financial governance systems.
- Evaluate strategic initiatives by reviewing financial feasibility, investment returns, and long term financial impact.
- Translate long term financial insights into actionable financial roadmaps and investment guidelines.
- Champion adoption of AI, analytics, and financial modelling tools.
- Provide input on and lead teams to implement Director General/Board/CEO directives.
- Monitor sector programs from financial and strategic perspective; evaluate risks and analyze KPIs.
- Identify and mitigate financial, operational, and institutional risks.
- Coordinate with units on financial data, investment cases, and governance safeguards.
Qualifications
- Bachelor's/Master's in Public Administration, Policy, Business, Management, Engineering Management, Finance, Economics, Future Foresight, Technology/AI
- Must have 12+ Years of experience in case of Master's degree (14+ years in case of Bachelor's degree)
- Must have experience in financial strategy, investment analysis, KPI frameworks, governance, and executive reporting in a large public entity
- Preferred certifications: PMP, ACP, EFQM Assessor, CFA, FRM, or equivalent financial certifications.
