Job Purpose
- Support governance of project portfolios, ensuring alignment with Dubai/RTA strategies and high quality execution.
- Offer strategic advice, monitor performance, and coordinate with partners for compliant, efficient delivery.
- Lead excellence and performance initiatives for the CEO Office.
Strategy
- Ensure projects align with RTA and Dubai Strategic plan.
- Serve as primary advisor to CEO on portfolio priorities and benefits realization.
- Design and implement advanced portfolio governance framework.
- Provide strategic advice on international opportunities and best practices.
- Analyze strategic gaps and prepare studies for CEO.
- Recommend strategic partnerships and investment opportunities.
- Participate in strategic committees and contribute to policy development.
- Develop strategic initiatives for sustainability and corporate development.
- Coordinate corporate partnerships and external forums.
Operations
- Supervise overall progress of projects at different stages.
- Monitor program/project performance and report deviations to CEO.
- Coordinate sector projects, including risk analysis and performance tracking.
- Review change orders and submit recommendations.
- Follow up on value management principles and measure project benefits.
- Manage communication with government entities and external partners.
- Lead CEO meeting preparation and ensure readiness of briefs.
- Manage project related complaints and suggestions.
- Review project budget and resource utilization.
- Evaluate resourcing across sector projects and propose restructuring.
Product/Process Improvement
- Analyze performance reports to identify challenges and propose solutions.
- Assist in developing sector level KPIs and monitoring systems.
- Disseminate pioneering practices and lessons learned.
- Guide benchmarking against global best practices.
- Provide recommendations on AI initiatives and ensure compliance.
- Simplify business processes and implement organizational improvements.
- Develop and pilot improved project management methods.
- Assist in creating initiatives for sector efficiency and sustainability.
- Promote a culture of innovation and adoption of cutting edge solutions.
Qualifications
- Bachelor's or master's degree in civil engineering or business administration.
- 12+ years experience with master's (14+ with bachelor's).
