- Ensure compliance with all environmental regulations, permits, and sustainability commitments
Requirements
- Bachelor’s degree in Engineering, Environmental Science, Occupational Health & Safety, or related field
- Master’s degree preferred
- Certifications: NEBOSH / IOSH / CSP or equivalent
- Lead Auditor certification (ISO 9001, 14001, 45001)
- Six Sigma (Green/Black Belt) is an advantage

About the Role
- The Manager – HSEQ will lead Enterprise HSEQ Strategy & Governance, developing, implementing, and continuously improving the Health, Safety, Environmental, and Quality management frameworks and systems across the enterprise asset portfolio.
- The role ensures compliance with UAE regulatory requirements and international standards while driving risk management and business resilience across complex, multi site operations.
- Develop and execute the HSEQ strategy aligned with organizational and asset management objectives.
Responsibilities
- Establish governance frameworks covering enterprise risk, compliance, and operational assurance.
- Establish HSEQ policies, systems, and standards consistent with ISO (ISO 45001, ISO 14001, ISO 9001) and industry best practices.
- Lead cultural transformation initiatives to embed safety, sustainability, and quality as core organizational values.
- Provide expert HSEQ advice to senior management and operational teams.
- Ensure implementation of best in class occupational health and safety systems across the portfolio.
- Lead behavioral safety programs to reduce incident rates and improve workforce engagement (e.g., achieving significant reductions in LTIFR).
- Monitor workplace risks and implement effective hazard identification and risk mitigation systems.
- Oversee incident reporting, investigation, root cause analysis, and corrective/preventive actions.
- Reporting to Executive Leadership, activating Emergency / Crisis Management Groups as needed.
- Ensure contractor safety governance across multi vendor environments.
- Track and report key safety KPIs (e.g., TRIR, LTIFR).
- Ensure compliance with all environmental regulations, permits, and sustainability commitments.
Environmental and Quality Responsibilities
- Develop and implement environmental management plans, including waste, emissions, water, and energy management.
- Drive sustainability initiatives, including carbon reduction and resource efficiency strategies.
- Drive environmental data analytics and reporting to enhance performance and compliance.
- Develop and maintain the Quality Management System (QMS) aligned with ISO 9001.
- Develop corporate quality frameworks to drive consistency across operations.
- Ensure consistent application of quality processes across asset lifecycle (design, construction, operations, maintenance).
- Conduct audits, inspections, and quality reviews to ensure service excellence and asset reliability.
- Drive continuous improvement initiatives using methodologies such as Lean, Six Sigma, and RCA.
- Ensure full compliance with local regulations, corporate standards, and contractual obligations.
- Lead internal and external audits and certification processes with a target of zero non conformances.
- Maintain audit systems and ensure continuous regulatory alignment.
- Maintain up to date documentation and records for all HSEQ activities.
Risk and Compliance Responsibilities
- Monitor changes in legislation and ensure timely implementation.
- Maintain risk registers and conduct executive risk reviews.
- Develop risk mitigation plans for high risk activities and critical assets.
- Integrate HSEQ risks into enterprise risk management systems.
- Lead development and implementation of business continuity and crisis management plans aligned with ISO 22301.
- Ensure resilience of operations including emergency preparedness and response frameworks.
- Implement HSEQ digital solutions including dashboards and reporting systems (e.g., Power BI, CAFM, INTELEX).
- Develop executive dashboards for real time performance monitoring and decision making.
- Drive automation of HSEQ processes (e.g., Permit to Work systems) to improve efficiency.
- Develop and deliver HSEQ competency frameworks and training programs.
- Promote a proactive safety culture through behavioral interventions and awareness programs.
- Build leadership capability in HSEQ principles across operational teams.
Stakeholder and Performance Responsibilities
- Ensure workforce and contractors are competent and certified where required.
- Promote a proactive reporting culture and continuous learning environment.
- Liaise with regulators, authorities, external auditors, and clients.
- Collaborate with operations, engineering, and project teams to ensure HSEQ integration.
- Manage contractors and service providers to ensure adherence to HSEQ standards.
Qualifications
- Bachelor’s degree in Engineering, Environmental Science, Occupational Health & Safety, or related field.
- Master’s degree preferred.
