About the Role
AECOM seeks an experienced Engineer - Utilities to supervise and inspect construction of dry utility networks (HV/LV, street lighting, telecom) for major infrastructure projects in Dubai.

Responsibilities
- Supervise and inspect construction of dry utility networks including HV/LV cables, street lighting, telecom, and other related infrastructure.
- Review excavation, duct laying, backfilling, and cable pulling works for compliance with project specifications.
- Monitor and verify jointing, termination, and chamber installation for electrical and telecom networks.
- Ensure proper coordination and interface between dry and wet utility networks to avoid clashes.
- Inspect trench preparation, bedding, and protection layers before and after utility installation.
- Review and comment on shop drawings, material submittals, method statements, and as built drawings.
- Monitor contractor’s work for compliance with safety requirements, quality control procedures, and approved ITPs.
- Witness and verify inspection requests (WIRs) and ensure tests (continuity, insulation resistance, functional) are conducted and documented.
- Coordinate with local authorities (RTA, DEWA, Etisalat, Du, Civil Defense, DM) for inspections, NOCs, and approvals.
- Identify and report non conformances (NCRs) and site observations, and follow up until closure.
- Review daily progress reports, maintain inspection records, and ensure timely submission of site documentation.
- Support the Resident Engineer and Utility Engineer in resolving site issues and verifying as built information before handover.
Requirements
- Bachelor’s Degree in Civil Engineering
- Minimum 8 years of relevant experience in utility works for major infrastructure projects
- Minimum 5 years of experience in Dubai, with proven track record in RTA projects
- Previous RTA Approval is advantageous
- Valid UAE Society of Engineers membership preferred

- Monitor and verify jointing, termination, and chamber installation for electrical and telecom networks in accordance with approved standards.
- Ensure proper coordination and interface between dry and wet utility networks to avoid clashes and ensure smooth implementation.
- Inspect trench preparation, bedding, and protection layers before and after utility installation.
- Review and comment on shop drawings, material submittals, method statements, and as built drawings related to dry utilities.
- Monitor contractor’s work to ensure compliance with safety requirements, quality control procedures, and approved ITPs.
- Witness and verify inspection requests (WIRs) and ensure all tests such as continuity, insulation resistance, and functional testing are properly conducted and documented.
- Coordinate with local authorities (RTA, DEWA, Etisalat, Du, Civil Defense, and DM) for inspections, NOCs, and approvals.
- Identify and report non conformances (NCRs) and site observations, and follow up until closure.
- Review daily progress reports, maintain inspection records, and ensure timely submission of site documentation.
- Participate in progress and coordination meetings to discuss technical issues, utility conflicts, and schedule updates.
Qualifications
- Bachelor’s Degree in Civil Engineering.
- Valid UAE Society of Engineers membership preferred.
- Minimum 8 years of relevant experience in utility works for major infrastructure projects.
- Minimum 5 years of experience in Dubai, with proven track record in RTA projects.
- Previous RTA Approval is advantageous.
- Prior experience in coordinating with multiple authorities (RTA, DEWA, Etisalat, DU, DM, etc.).
