Position Summary
Lead Italconsult’s Qatar branch with overall strategic, operational, financial, and commercial responsibility.
Ensure operational excellence, financial sustainability, regulatory compliance, people management, client relationships, and continued business growth.
Represent Italconsult with clients, government authorities, partners, and stakeholders across Qatar.
Strategic and Operational Leadership
- Provide overall leadership and direction for the Qatar branch.
- Develop branch strategies aligned with corporate objectives and regional growth plans.
- Drive operational excellence across branch functions.
- Establish performance objectives, KPIs, and business priorities.
- Coordinate the Qatar branch with corporate headquarters and promote accountability and continuous improvement.
Financial and Administrative Management
- Maintain full P&L responsibility for the Qatar branch.
- Lead annual budgeting, financial forecasting, cost control, and performance monitoring.
- Monitor revenue, profitability, cash flow, and resource utilization.
- Oversee office administration, procurement, facilities, and operational support functions.
- Implement internal controls and corporate governance procedures.
Regulatory and Compliance
- Ensure compliance with Qatar laws, regulations, government requirements, and employment regulations.
- Maintain trade and commercial licenses, corporate registrations, and certifications.
- Oversee MMUP engineering classification and requirements.
- Manage government and client prequalification processes and statutory documentation.
- Maintain relationships with government authorities and regulatory bodies.
People Management
- Lead workforce planning in line with current and future business requirements.
- Oversee recruitment, onboarding, retention, succession planning, employee welfare, and benefits.
- Develop employee engagement and retention strategies.
- Promote professional development and performance management across the branch.
Business Development and Clients
- Develop and maintain relationships with strategic clients and key stakeholders.
- Lead client retention and relationship management initiatives.
- Identify, evaluate, and pursue new business opportunities.
- Lead business development activities, tenders, proposals, and strategic opportunities.
- Build relationships with government entities, developers, consultants, contractors, and strategic partners.
Risk and Governance
- Identify and manage operational, commercial, financial, legal, and reputational risks.
- Ensure business continuity and operational resilience.
- Establish risk mitigation and escalation procedures.
- Protect the company’s commercial interests and reputation in Qatar.
Stakeholder Relations
- Act as a senior representative of Italconsult in Qatar.
- Represent the company in high-level meetings, negotiations, industry events, and strategic discussions.
- Maintain effective government and stakeholder engagement networks.
Mandatory Requirement
- MMUP Engineering Grade A Certification in Qatar is essential.
Ideal Candidate Profile
- Senior leadership experience in an engineering consultancy, PMC, or project management environment in Qatar.
- Experience managing a branch, business unit, or comparable operation with full commercial and operational responsibility.
- Established network within PWA/Ashghal and Qatar’s engineering and infrastructure sector.
- Track record in business development, client management, and securing new opportunities.
- Strong commercial, financial, regulatory, government relations, leadership, negotiation, communication, and decision-making capabilities.
- Ability to operate at senior executive and board-management level.
