About the Role
AD Ports Group seeks a Director of HSE for its Maritime & Shipping Cluster to provide strategic leadership, governance, and oversight of health, safety, and environment across international operations.

Responsibilities
- Provide expert HSE advice and support to the Maritime Cluster CEO, executive leadership and business unit management teams
- Establish, implement and maintain a consistent cluster wide HSE management system, governance framework and procedures
- Provide governance, assurance and oversight of HSE performance across shipping, transshipment, marine services, public waterways transport, offshore and subsea operations, diving and rope access, shipbuilding, drydock operations, maritime agency services, auto terminals and auto logistics
- Maintain functional oversight of security, emergency preparedness, business continuity and crisis management arrangements
- Oversee environmental management, sustainability and decarbonisation activities, ensuring alignment with Group objectives and relevant regulatory requirements
- Establish and monitor HSE objectives, key performance indicators and improvement plans across the Maritime Cluster
- Analyse HSE performance data, trends, incidents and emerging risks and provide clear recommendations to executive leadership
- Prepare and present HSE performance updates, risk profiles and improvement priorities to the Maritime Cluster CEO, executive committees, governance committees and other relevant stakeholders
- Escalate critical, significant or emerging HSE risks directly to the Maritime Cluster CEO
- Require business units to develop and implement corrective and preventive actions where significant risks, control failures or non conformities are identified
- Lead or oversee investigations into serious and high potential incidents, ensuring that root causes are identified and appropriate corrective actions are implemented
- Ensure that lessons learned from incidents, audits, inspections and operational events are communicated and applied across relevant business units
Requirements
- Bachelor's degree in HSE, or a related field (Master's degree is a plus)
- English fluency is mandatory; Arabic and/or Spanish advantage
- A minimum of 15 years of experience in a similar managerial role
- Extensive experience leading HSE in complex international maritime, logistics or high risk environments
- Proven track record of delivering organisational change and HSE transformation across multi business, multi country or culturally diverse operations
- Demonstrated success in building, embedding and sustaining strong safety cultures
- Strong understanding of change management principles
- Proven leadership and management experience within complex, matrixed and international organisations
- Strong stakeholder management capability
- Strong written and verbal communication skills
- Strong analytical, problem solving and decision making capability
- High level of digital literacy, including proficiency in Microsoft Office applications and experience using HSE management, reporting and data analysis systems

Job Purpose
- To provide strategic leadership, governance, assurance and oversight of Health, Safety and Environment across the AD Ports Group Maritime Cluster, including all business units, international operations, joint ventures and associated entities.
- The role is responsible for positioning the Maritime Cluster as an industry leader in HSE by establishing a consistent, high performing management framework, strengthening leadership accountability, advancing safety culture and ensuring that critical risks are effectively identified, controlled and

Core Responsibilities

People Management Responsibilities
- Lead and manage five direct reports and provide functional leadership to HSE personnel within each business unit through dotted line reporting arrangements.
- Set clear objectives, responsibilities and performance expectations for the Maritime Cluster HSE team.
- Conduct performance management activities and ensure that individual and team objectives are aligned with Maritime Cluster priorities.
- Assess HSE capability and competency requirements across the Maritime Cluster and develop appropriate improvement plans.
- Support the professional development of HSE personnel through coaching, mentoring, training and on the job development.
- Provide guidance and technical support to business unit HSE managers and professionals.
- Plan and coordinate HSE resources across the Maritime Cluster to ensure that they are proportionate to operational risk and business requirements.
- Identify resource gaps and recommend appropriate recruitment, development or specialist support.
- Promote collaboration, consistency and knowledge sharing between HSE teams across all business units.
- Build a high performing HSE function that is credible, visible, commercially aware and focused on operational improvement.
- Foster a culture of accountability, openness, intervention and continuous improvement within the HSE team and across the Maritime Cluster.
Strategic Responsibilities
- Develop and maintain a consistent cluster wide HSE management system that reflects the operational diversity and risk profile of the Maritime Cluster.
- Define long term HSE direction, priorities and improvement plans for the Maritime Cluster.
- Strengthen leadership accountability by ensuring that CEOs, Managing Directors and operational leaders understand and discharge their HSE responsibilities.
- Promote a positive safety culture in which leaders and employees actively identify risks, intervene when standards are not met and take ownership of HSE performance.
- Improve contractor HSE governance through consistent standards, stronger oversight and effective performance management.
- Strengthen HSE governance across joint ventures, subsidiaries and international operations while recognising that operational accountability remains with the relevant business leadership.
- Be part of HSE Steering Committee and hold regular meetings to advise on the implementation HSE strategies.
- Promote the effective use of digital systems, data analytics and technology to improve risk visibility, reporting, assurance and decision making.
- Represent the Maritime Cluster on HSE matters at executive, corporate, regulatory and industry forums.
Qualifications

- Strong analytical, problem solving and decision making capability, including the ability to interpret performance data, identify emerging risks and translate findings into practical improvement actions.
- High level of digital literacy, including proficiency in Microsoft Office applications and experience using HSE management, reporting and data analysis systems.
