Role Purpose

The Consultant will lead the design and enhancement of a cross-border post-trade infrastructure, focusing on settlement, custody, and clearing frameworks across participating exchanges.

The objective is to deliver efficient, secure, and scalable post-trade processes that support seamless cross-border trading, attract international investors, and align with global market infrastructure standards.

This is a senior consulting position suited to a professional who combines deep post-trade operational expertise with a product management mindset, capable of moving from strategic design through to detailed operating model and go-to-market.

Post-Trade Infrastructure Design

  • Design and enhance the cross-border post-trade infrastructure across participating exchanges
  • Develop and optimise DVP (Delivery versus Payment) models and custodian arrangements
  • Establish operational procedures for clearing and settlement activities
  • Align post-trade operations with international best practices

Ccp & Clearing Integration

  • Design the framework for CCP integration across participating markets
  • Develop interoperability and cross-margining models where applicable
  • Support risk management frameworks related to settlement and clearing

Custody & Business Development

  • Build and develop the custody proposition, including engagement with regional and global custodians
  • Define omnibus and segregated account structures for cross-border investors
  • Drive custody business development activities to onboard new custodian partners and grow assets under custody

Cross-Border Settlement

  • Support implementation of cross-border settlement frameworks across participating markets
  • Define operational workflows for trade confirmation, settlement, and reconciliation
  • Coordinate FX, cash settlement, and securities movement between linked CSDs

Product Development For New Asset Classes

  • Develop post-trade processes for new asset classes (equities, ETFs, sukuk, fixed income, derivatives)
  • Build the post-trade product roadmap aligned with commercial objectives

Stakeholder Coordination

  • Coordinate with custodians, clearing houses, CSDs, exchanges, brokers, and regulators across participating jurisdictions
  • Engage with global custodians and international investor groups on connectivity and onboarding
  • Represent the programme in relevant industry forums

Key Deliverables

  • Post-Trade Infrastructure Framework — end-to-end design covering clearing, settlement, custody, and corporate actions
  • Enhanced DVP & Custodian Operating Model — structured by market and asset class
  • CCP Integration Roadmap — phased plan for CCP linkages across participating exchanges
  • Settlement & Clearing Operational Procedures — detailed workflows and SLAs
  • Post-Trade Risk Management Framework — covering settlement risk, counterparty risk, FX risk, and operational risk
  • Cross-Border Settlement Process Design — including cash and securities legs, reconciliation, and exception handling

Required Experience

  • 10+ years of experience in post-trade operations, clearing, settlement, or custody — gained at an exchange, CCP, CSD, custodian bank, or global broker-dealer
  • Demonstrable experience with product management in post-trade — taking products from concept through design, build, and launch
  • Track record in developing custody business development — building the commercial proposition, onboarding custodians, and growing AUC
  • Strong working knowledge of DVP models (BIS Models 1, 2, and 3), custodianship structures, and clearing arrangements
  • Direct experience working with CCPs, exchanges, custodians, and regulators
  • Knowledge of cross-border settlement mechanisms, including ICSD links (Euroclear, Clearstream), correspondent banking, and FX settlement
  • Bachelor's degree in Finance, Economics, Engineering, or related field; CFA / FRM / MBA preferred
  • GCC market experience strongly preferred; familiarity with regional regulatory environments a plus
