Title : Business Partner Unit Head - Supply Management

Job Purpose

  • Support and lead in the purchasing activities across the Museum’s by ensuring compliance to guidelines pertaining to procurement operations. Ensure the unit performs in-line with the overarching Supply Management department strategy, policies and regulations and act as the go to unit for all Supply Management questions and concerns.

Responsibilities

  • To work across the museums to ensure collection of all data relating to department projects requiring supply management involvement to ensure this is positioned and captured for all budget and planning purposes.
  • Lead on the supply management training and support on technical specifications and scope of work development for end users across the museums.
  • Embed the developed targeted category strategies, including market analysis, supplier profiles, ICV opportunities, benchmark pricing, expected cost savings, negotiation planning, contract strategies, and category. execution plans.
  • Develop and implement procurement plans and strategies to meet business needs and enhance stakeholder engagement.
  • Ensure all aspects of the supply management lifecycle in support of the business units (museums), including pre-market assessments, market testing (e.g. quotes, tenders, EOI’s, etc.), evaluations, contract awarding and supplier/contractor performance management follow the agreed processes.
  • Partner with Business units (across the museums) to develop suitable sourcing strategies for their supply management requirements that comply with policies and legislation, whilst enhancing innovation and value for money.
  • Working with the Category unit, ensure these category strategies are implemented in the supply arrangements and negotiation plans.
  • Facilitate and support the delivery of the supply management strategy and framework in collaboration with business units across the museums. Including educating, influencing, guiding, coaching and collaborating with internal stakeholders.
  • Contribute to all supply management and contracting activities in a manner that reduces expenditure, maintains acceptable and appropriate probity levels and minimizes risk, through the provision of high level, strategic, effectively liaise with stakeholders and suppliers / contractors to establish and maintain strong commercial relationships.
  • Coordinate supply managements projects on behalf of, or mentor project managers and purchasers through the supply management and supplier relationship management frameworks.
  • Support in establishing and implementing contracts in accordance with Legislation, other governmental policies and leading practice.
  • Monitor and analyze external marketplace movements and updates and utilize it to drive supply management strategy to identify opportunities for departments to take advantage of.
  • Support in the establishment of KPI’s for suppliers/contractors through use of effective Contract Management principles.
  • Administer an audit schedule and conduct regular purchasing compliance checks within the partnered business unit (Sector) to ensure assurance with the legislation, policies and quoted/contractual prices are maintained.
  • Partner with other governance specialists to maximize compliance and ensure a collaborative and effective governance framework is maintained.
  • Apply the marketing procurement governance and risk management framework to ensure compliance and improve.

Qualification Experience And Skills

  • Bachelor’s Degree in Business Administration or equivalent and preferably a master’s degree
  • 5 -7 years of experience in Supply Management (3 years at a managerial level)
  • Language: Full professional English and Arabic proficiency both in speaking and writing
  • Skilled in MS Office (PowerPoint, Word and Excel)
  • Administrative skills and attention to details
  • Self-motivated with a proven ability to complete work in a timely manner
  • Experience with business planning
  • Experience in implementing large scale procurement transformation and improvement initiatives across people, process and e-sourcing technology linked to procurement.
  • Experience in the use of a corporate performance management/business intelligence solution for modelling and data analytics, including data marts, to produce reporting, insights and dashboards that provide senior stakeholders with the appropriate level of information and insight.
  • Good communication and listening skills.
