Water Engineering Manager

Role Overview

Engineering Delivery

• Lead water engineering activities from feasibility and concept development through design, construction, commissioning, and handover.
• Develop engineering strategies, standards, procedures, technical guidelines, design criteria, and quality-control procedures.
• Lead feasibility studies, hydraulic studies, options assessments, technical evaluations, hydraulic modelling, and engineering analysis.
• Review calculations, network designs, drawings, specifications, models, equipment selections, contractor submissions, and technical deliverables.

Project and Stakeholder Management

• Manage multidisciplinary engineering teams and coordinate interfaces with civil, structural, mechanical, electrical, environmental, process, and external stakeholders.
• Manage engineering changes, technical queries, risks, dependencies, schedules, budgets, resources, and project deliverables.
• Support cost estimation, procurement planning, tender preparation, technical specifications, regulatory approvals, permits, and authority coordination.
• Provide technical support during construction, installation, testing, commissioning, performance verification, and handover.

Performance and Sustainability

• Evaluate alternatives using performance, reliability, lifecycle cost, constructability, and sustainability criteria, and lead value-engineering initiatives.
• Promote water reuse, conservation, resilience, energy efficiency, digital water management, smart monitoring, telemetry, automation, and asset optimization.
• Prepare technical reports, management updates, assessments, recommendations, engineering records, and technical documentation.
• Mentor water engineers, designers, and technical specialists while promoting safety, quality, innovation, and continuous improvement.

Ideal Candidate

• Bachelor’s degree in Civil, Environmental, Water, or Chemical Engineering, or a related discipline.
• Significant professional experience in water engineering and infrastructure delivery, including hydraulic engineering, networks, pumping, pipelines, storage, and treatment.
• Experience with hydraulic modelling, engineering analysis, multidisciplinary team management, complex projects, technical reviews, and contractor submissions.
• Strong knowledge of applicable water, wastewater, environmental, construction, and engineering standards.
• Experience coordinating consultants, contractors, authorities, clients, and technical stakeholders, with strong project-management and problem-solving skills.
• Strong understanding of construction, commissioning, testing, and operational requirements; ability to manage competing risks and deadlines.
• English communication skills are required. Professional registration and engineering design or hydraulic modelling software experience are highly desirable.
• Knowledge of sustainable water management, water reuse, resilience, and digital water technologies is advantageous.

Performance Indicators

• Performance is measured through design delivery, compliance, hydraulic model accuracy, change and rework rates, technical query resolution, approvals, budget and schedule performance.
• Additional measures include contractor compliance, deliverable acceptance, commissioning success, system capacity and reliability, water and energy efficiency, lifecycle performance, audit results, and stakeholder satisfaction.
