Responsibilities
- Develop and implement the Testing & Commissioning Management Plan in line with project delivery strategy and operational readiness goals
- Define system boundaries, commissioning sequences, interfaces, and milestone criteria across disciplines
- Coordinate with design, construction, and QA/QC teams to align commissioning activities with construction and handover schedules
- Oversee preparation and execution of commissioning documentation including method statements, test scripts, checklists, and system turnover packages
- Manage testing and commissioning process for critical systems such as HVAC, electrical distribution, fire protection, BMS, fuel systems, airfield lighting, water networks, and IT infrastructure
- Ensure integrated testing, functional performance testing, and third party verifications are completed to client specifications
- Act as primary point of contact for all T&C activities with contractors, consultants, vendors, airport operators, and authorities
- Coordinate with OEMs and specialist subcontractors for FAT, SAT, and system commissioning
- Facilitate interface alignment between building systems, landside, airside, and terminal facilities
- Lead preparation and validation of system turnover packages and operational handover documentation
- Ensure all commissioning records, as built data, test certificates, and O&M manuals are properly compiled and submitted
- Support training, operational readiness (ORAT), and transition to live operations
Requirements
- 15 years of experience in testing and commissioning
- Experience in large scale infrastructure, MEP systems, and integrated transport or aviation related environments
- Ability to develop and implement Testing & Commissioning Management Plan
- Experience with commissioning documentation including method statements, test scripts, checklists, and system turnover packages
- Knowledge of critical systems such as HVAC, electrical distribution, fire protection, BMS, fuel systems, airfield lighting, water networks, and IT infrastructure
- Experience with FAT, SAT, and system commissioning
- Strong coordination and communication skills

Job Overview
- Parsons is looking for a highly skilled Testing and Commissioning (T&C) Manager to lead and oversee the testing, commissioning, and handover of complex systems and infrastructure on a landmark airfield development project.
- The role involves managing multidisciplinary commissioning activities, ensuring all systems are tested, verified, and handed over in accordance with project requirements, safety standards, and operational readiness criteria.
- The ideal candidate will have 15 years of experience in testing and commissioning, including large scale infrastructure, MEP systems, and integrated transport or aviation related environments.
What You'll Be Doing

- Coordinate with design, construction, and QA/QC teams to align commissioning activities with construction and handover schedules.
