About the Role

Responsibilities
- Develop and implement the Testing & Commissioning Management Plan in line with project delivery strategy and operational readiness goals
- Define system boundaries, commissioning sequences, interfaces, and milestone criteria across disciplines (MEP, ICT, SCADA, life safety, utilities, etc.)
- Coordinate with design, construction, and QA/QC teams to align commissioning activities with construction and handover schedules
- Oversee the preparation and execution of commissioning documentation including method statements, test scripts, checklists, and system turnover packages
- Manage the testing and commissioning process for critical systems such as HVAC, electrical distribution, fire protection, BMS, fuel systems, airfield lighting, water networks, and IT infrastructure
- Ensure that integrated testing, functional performance testing, and third party verifications are completed to client specifications
- Act as the primary point of contact for all T&C activities with contractors, consultants, vendors, airport operators, and authorities
- Coordinate with OEMs and specialist subcontractors for factory acceptance testing (FAT), site acceptance testing (SAT), and system commissioning
- Facilitate interface alignment between building systems, landside, airside, and terminal facilities
- Lead the preparation and validation of system turnover packages and operational handover documentation
- Ensure all commissioning records, as built data, test certificates, and O&M manuals are properly compiled and submitted
- Support training, operational readiness (ORAT), and transition to live operations
Requirements
- Bachelor's degree in Mechanical, Electrical, or Building Services Engineering or related field
- Minimum 15 years of experience in testing and commissioning management across infrastructure and MEP intensive projects
- Experience with airports, data centers, hospitals, or other critical environments highly preferred
- Strong understanding of mechanical, electrical, life safety, and controls systems
- Familiarity with commissioning frameworks (CxA, LEED, ISO, ASHRAE Guideline 0, etc.)
- Proven ability to manage integrated testing across complex, multi system environments
- Proficient in MS Project, commissioning software/tools, and technical documentation review
- Excellent leadership, coordination, and communication skills
- Professional certification such as CxA, PMP, or equivalent
- Experience working on airfield/aviation projects, including airside systems
- Familiarity with airport operational readiness (ORAT), SCADA integration, and mission critical systems
- Knowledge of BIM 360, Aconex, or commissioning tracking platforms

Job Description
- Parsons is looking for a highly skilled Testing and Commissioning (T&C) Manager to lead and oversee the testing, commissioning, and handover of complex systems and infrastructure on a landmark airfield development project.
- This role involves managing multidisciplinary commissioning activities, ensuring all systems are tested, verified, and handed over in accordance with project requirements, safety standards, and operational readiness criteria.
- The ideal candidate will have 15 years of experience in testing and commissioning, including large scale infrastructure, MEP systems, and integrated transport or aviation related environments.
What You’ll Be Doing
