About the Role
Alghanim International seeks a Technical/Interface Manager for a PPP infrastructure project in Dubai. You will lead design and installation oversight, manage technical interfaces between packages and external authorities, and ensure systems integration.

Responsibilities
- Lead as primary technical liaison with OEMs, ensuring alignment of specifications, timelines and quality standards
- Review and approve all design deliverables for compliance with RTA's requirements before release to RTA and the Independent Certifier
- Own the design to quantity reconciliation against the Asset Survey true up
- Own the project interface register: identify, allocate and close all interfaces between packages and with external parties
- Assure end to end systems integration: PLMS/CMS/TLCS, RF nodes and gateways, control room IT, GSM communications and tunnel SCADA interface
- Provide owner's oversight of installation quality and progress across all zones and phases
- Witness Inspection & Test Plan hold points, key tests and commissioning; verify punch list closure
- Coordinate the Independent Certifier's inspections, test witnessing and documentation review
- Maintain technical records, submittal and design review registers, interface register, test records and as builts
- Report design, installation, interface and acceptance status to the PMO Lead for Board, RTA and Lender reporting
- Assure the technical completeness of each Phase's handover to operations: as builts, asset data, spares, warranties and training
Requirements
- Bachelor's degree in Electrical Engineering or a related discipline
- 12–15 years in the design, delivery or owner's side technical assurance of major electrical infrastructure, street lighting, ITS or smart city programmes
- At least 5 years in a senior technical or interface management role
- Experience of employer's requirements based contracts (PPP/DBO/EPC) with formal design review and independent certification regimes
- Proven interface and systems integration management on multi package programmes
- Hands on installation oversight experience: ITPs, hold/witness points, non conformance management and phased acceptance on live highway environments
- GCC / Dubai experience with working familiarity of RTA, DEWA, Dubai Municipality, TRA UAE and Civil Defence approvals
- Authoritative technical judgement and the independence to challenge related party delivery entities
- Strong coordination and reporting skills
- Fluent English essential, Arabic desirable
- Chartered status (CEng or equivalent) preferred

Position Overview
- The Technical / Interface Manager is the senior technical role in the Project Company's PMO, reporting to the PMO Lead. He is responsible on behalf of the SPV for all design and installation oversight: assuring that the design complies with RTA's requirements and is approved through the contractual
Key Responsibilities
- Lead as primary technical liaison with OEMs, ensuring alignment of specifications, timelines and quality standards.
- Review and approve all design deliverables for compliance with RTA's requirements before release to RTA and the Independent Certifier, and manage comment resolution so review cycles do not delay the programme.
- Own the design to quantity reconciliation against the Asset Survey true up, and route any departure from RTA's requirements through formal change control.
- Own the project interface register: identify, allocate and close all interfaces between the packages (OEM, Installation, IT & GSM, Asset Survey) and with external parties (DEWA, RTA Traffic, Dubai Municipality, TDRA UAE, Civil Defence), and chair the interface meetings.
- Assure end to end systems integration: PLMS/CMS/TLCS, RF nodes and gateways, control room IT, GSM communications and the tunnel SCADA interface so the system performs as an integrated whole at acceptance.
- Provide owner's oversight of installation quality and progress across all zones and phases (LED replacement, node retrofit, HID removal and the tunnel works), including night works and traffic management.
- Witness Inspection & Test Plan hold points, key tests and commissioning; verify punch list closure; and confirm each Phase's technical readiness for the Acceptance Certificate before it goes to the Independent Certifier.
- Coordinate the Independent Certifier's inspections, test witnessing and documentation review, and resolve technical queries so certification is not delayed.
- Maintain the technical records, submittal and design review registers, interface register, test records and as builts to the audit standard required by RTA and the Lenders.
- Report design, installation, interface and acceptance status to the PMO Lead for Board, RTA and Lender reporting, and escalate technical risks with their impact on the Services Availability Dates.
- Assure the technical completeness of each Phase's handover to operations: as builts, asset data, spares, warranties and training.
Required Qualifications & Experience
- Bachelor's degree in Electrical Engineering or a related discipline; chartered status (CEng or equivalent) preferred; UAE engineering body registration desirable.
- 12–15 years in the design, delivery or owner's side technical assurance of major electrical infrastructure, street lighting, ITS or smart city programmes, including at least 5 years in a senior technical or interface management role.
- Experience of employer's requirements based contracts (PPP/DBO/EPC) with formal design review and independent certification regimes.
- Proven interface and systems integration management on multi package programmes: ideally lighting control (PLMS/CMS), telecoms, SCADA or tunnel systems through testing, commissioning and acceptance.
- Hands on installation oversight experience: ITPs, hold/witness points, non conformance management and phased acceptance on live highway environments.
- GCC / Dubai experience with working familiarity of RTA, DEWA, Dubai Municipality, TRA UAE and Civil Defence approvals, NOCs and permits.
- Authoritative technical judgement and the independence to challenge related party delivery entities;
- Strong coordination and reporting skills;
- Fluent English essential, Arabic desirable.
