- Serve as the senior technical authority and provide strategic direction on design and engineering matters
- Lead the technical review and approval of design deliverables from concept through to IFC
- Ensure coordination and integration across architectural, structural, MEP, acoustics, AV, stage, and infrastructure systems
- Oversee and manage design consultants to ensure high quality, coordinated outputs
- Validate design solutions for structural integrity, buildability, and performance
- Identify, assess, and resolve technical risks and interface challenges early
- Provide ongoing technical leadership during procurement and construction phases
- Review and approve contractor submittals, shop drawings, and engineering proposals
- Lead resolution of complex technical issues, ensuring timely and practical solutions
- Safeguard design intent, quality, and safety throughout execution
Requirements
- Bachelor’s or Master’s degree in Civil, Structural, or related Engineering discipline
- Professional Engineer (PE, CEng, or equivalent)
- 20+ years’ experience in engineering design, design management, or PMC roles
- Demonstrated experience in major multi disciplinary projects, including public venues, amphitheaters, or cultural facilities
- Proven expertise in long span structural systems and complex engineering challenges
- Regional (Middle East) project experience

Job Description
- Parsons is looking for a Technical Director to join our team in Riyadh to lead the delivery of all technical aspects of a PMC commission for a major amphitheater development supported by associated infrastructure.
What You'll Be Doing
- Technical Leadership & Governance: Serve as the senior technical authority. Provide strategic direction and oversight on design and engineering matters across all disciplines.
- Lead the technical review and approval of design deliverables from concept through to IFC.
- Ensure coordination and integration across architectural and structural systems (including long span roof structures), MEP and building systems, acoustics and AV infrastructure, stage, rigging, and performance systems, external infrastructure and utilities.
- Design & Engineering Management: Oversee and manage design consultants to ensure high quality, coordinated outputs.
- Validate design solutions for structural integrity, buildability, and performance—particularly for complex and long span elements.
- Ensure adherence to international standards, local authority regulations, and client requirements.
- Identify, assess, and resolve technical risks and interface challenges early.
- Construction Phase Technical Oversight: Provide ongoing technical leadership during procurement and construction.
- Review and approve contractor submittals, shop drawings, and engineering proposals.
- Lead resolution of complex technical issues, ensuring timely and practical solutions.
- Safeguard design intent, quality, and safety throughout execution.
- Infrastructure & Systems Integration, Problem Solving & Risk Management, Stakeholder Engagement, Innovation & Value Engineering.
What Required Skills You'll Bring
- Bachelor’s or Master’s degree in Civil, Structural, or related Engineering discipline
- Mandatory: Professional Engineer (PE, CEng, or equivalent)
- 20+ years’ experience in engineering design, design management, or PMC roles
- Demonstrated experience in major multi disciplinary projects, including public venues (preferred), amphitheaters, or cultural facilities, complex buildings and large scale infrastructure
- Proven expertise in long span structural systems and complex engineering challenges
- Experience managing technical issues through both design and construction phases
- Regional (Middle East) project experience.
