Jacobs Advisory is seeking a senior Strategy & Transformation Lead to play a pivotal role in growing their Strategy & Transformation capability in the Middle East. Responsibilities
- Grow and shape Jacobs Advisory’s Strategy & Transformation capability in the Middle East
- Act as lead advisor and engagement head on major transformation assignments
- Partner with senior government and private‑sector leaders to define direction and deliver lasting organisational change
- Develop people, methods, and market presence to support long‑term regional growth
- Shape service offerings, approaches, and intellectual property across areas such as public‑sector and infrastructure strategy, target operating model design, organisational restructuring and governance, transformation delivery and change management
- Mentor, develop, and retain senior and mid‑level consultants, building a high‑performing, trusted team
- Work collaboratively across Jacobs Advisory and the wider Jacobs business, integrating strategy and transformation with technical, digital, and delivery capabilities
- Contribute to thought leadership, market engagement, and strategic pursuits aligned to government and city‑scale transformation agendas
- Act as lead engagement partner for major, complex assignments, particularly for government, municipal, infrastructure, and regulated‑sector clients
- Personally lead strategy and transformation programmes spanning enterprise and sector strategies, target operating models, organisational design, service delivery improvement, capability, governance, and performance frameworks, large‑scale change and implementation oversight
- Engage directly with senior client stakeholders, including Director Generals, executives, board members, and senior officials
- Facilitate executive‑level discussions, build alignment across diverse stakeholder groups, and guide clients through ambiguity, change, and decision‑making
Requirements
- 20+ years experience in strategy, transformation, or management consulting, with significant exposure to public‑sector, infrastructure, utilities, or regulated environments
- A strong track record leading large scale Strategy and Transformation Programmes, including enterprise or sector‑wide change across complex organisations
- Demonstrated experience designing and implementing target operating models, organizational and governance structures, performance and capability frameworks
- Proven ability to engage and influence senior executives and public‑sector leaders, acting as a trusted advisor
- Experience growing teams, mentoring senior professionals, and shaping advisory capabilities within a consulting or professional services environment
- Excellent communication, facilitation, and leadership skills
- A degree in a relevant discipline (such as strategy, engineering, management, public policy, or similar)

Key Responsibilities
- Play a leading role in maturing and scaling an existing Strategy & Transformation capability, strengthening its market positioning, depth, and impact across the Middle East.
- Shape service offerings, approaches, and intellectual property across areas such as public‑sector and infrastructure strategy, target operating model design, organisational restructuring and governance, transformation delivery and change management.
- Mentor, develop, and retain senior and mid‑level consultants, building a high‑performing, trusted team.
- Work collaboratively across Jacobs Advisory and the wider Jacobs business, integrating strategy and transformation with technical, digital, and delivery capabilities.
- Contribute to thought leadership, market engagement, and strategic pursuits aligned to government and city‑scale transformation agendas.

Here's what you'll need
- 20+ years experience in strategy, transformation, or management consulting, with significant exposure to public‑sector, infrastructure, utilities, or regulated environments
- A strong track record leading large scale Strategy and Transformation Programmes, including enterprise or sector‑wide change across complex organisations.
- Demonstrated experience designing and implementing target operating models, organizational and governance structures, performance and capability frameworks.
- Proven ability to engage and influence senior executives and public‑sector leaders, acting as a trusted advisor rather than a technical specialist.
- Experience growing teams, mentoring senior professionals, and shaping advisory capabilities within a consulting or professional services environment.
- Excellent communication, facilitation, and leadership skills, with the credibility to operate confidently in complex, high‑profile client environments.
- A degree in a relevant discipline (such as strategy, engineering, management, public policy, or similar) is expected.
