Responsibilities

Lead site supervision activities across civil, structural, architectural, mechanical, electrical, and related construction works
Serve as the senior site representative and primary technical interface between the client, consultants, contractors, subcontractors, and project stakeholders
Oversee construction progress, site activities, inspections, technical coordination, quality performance, and contractor execution
Monitor contractor performance to ensure works are completed safely, on schedule, within quality expectations, and in accordance with contractual obligations
Review construction methodologies, method statements, inspection and test plans, material submittals, shop drawings, technical submissions, and site execution plans
Coordinate with discipline engineers to resolve technical issues, design clarifications, RFIs, site constraints, and constructability challenges
Chair and participate in site coordination meetings, progress meetings, technical workshops, and contractor review sessions
Review contractor progress reports, site records, inspection results, NCRs, quality observations, and corrective action plans
Ensure that works are properly inspected, tested, documented, and accepted in line with project quality procedures and applicable codes and standards
Monitor project risks, delays, interface issues, and site constraints, escalating critical matters to project leadership with recommended corrective actions
Support contract administration activities, including review of variations, claims, delay events, change requests, contractual notices, and commercial documentation
Provide input on contractor payment applications, progress assessments, change orders, and claims from a technical and site execution perspective

Requirements

20+ years of experience in resident engineering, construction supervision, project management, site engineering, or construction management for large scale building, infrastructure, industrial, or mission critical projects
Bachelor's degree in Civil Engineering, Electrical Engineering, Mechanical Engineering, Construction Management, or a related technical field
Senior level engineering background in Civil or Electrical & Mechanical disciplines
Proven experience supervising and managing the construction of similar sized buildings or complex large scale developments
Strong technical understanding of multidisciplinary construction activities
Demonstrated experience leading site supervision teams and coordinating contractors, consultants, subcontractors, and client representatives
Strong awareness of construction contract law, contract administration, claims, variations, notices, change management, and contractual obligations
Excellent communication, leadership, negotiation, and stakeholder management skills

Job Description

Decima International is a professional services company, providing project management and controls services to clients in the United States and the Middle East.
We are seeking an accomplished and highly experienced Senior Resident Engineer to lead site supervision and construction delivery oversight for a large scale building project in Dubai, UAE.

Responsibilities

Lead site supervision activities across civil, structural, architectural, mechanical, electrical, and related construction works, ensuring compliance with approved drawings, specifications, standards, and project requirements.
Serve as the senior site representative and primary technical interface between the client, consultants, contractors, subcontractors, and project stakeholders.

Qualifications

Bachelor's degree in Civil Engineering, Electrical Engineering, Mechanical Engineering, Construction Management, or a related technical field.
Senior level engineering background in Civil or Electrical & Mechanical disciplines.
Proven experience supervising and managing the construction of similar sized buildings or complex large scale developments.
Prior experience working on data center, mission critical, industrial, infrastructure, or large scale commercial building projects is highly desirable.
Strong technical understanding of multidisciplinary construction activities, including civil, structural, architectural, mechanical, electrical, and building services works.
Demonstrated experience leading site supervision teams and coordinating contractors, consultants, subcontractors, and client representatives.
Strong awareness of construction contract law, contract administration, claims, variations, notices, change management, and contractual obligations.
Ability to review and interpret drawings, specifications, contracts, method statements, shop drawings, material submittals, schedules, and technical documentation.
Experience in monitoring contractor performance, site progress, quality compliance, safety practices, and construction deliverables.
Strong understanding of quality assurance, site inspection processes, NCR management, testing, commissioning, handover, and closeout requirements.
Excellent communication, leadership, negotiation, and stakeholder management skills.

Preferred Qualifications

Master's degree in Engineering, Construction Management, Project Management, or a related field.
Professional Engineer, Chartered Engineer, or equivalent professional registration.
Professional certifications, such as PMP, RICS, CIOB, FIDIC, or other relevant credentials in construction/project management.
Experience working on hyperscale data centers or other large scale, mission critical facilities.
Experience working in a PMC, owner's representative, consultant, or client side supervision role.
Previous experience working in Dubai, the UAE, or the wider GCC region.
Familiarity with UAE authority requirements, permitting processes, inspections, and local construction regulations.
Knowledge of FIDIC based contracts and international construction contract administration practices.
Familiarity with Primavera P6, Microsoft Project, Aconex, Procore, Oracle Primavera Cloud, or other project management and document control platforms.
