Responsibilities
- Lead pre contract cost management responsibilities from concept through to contract award
- Prepare feasibility studies, order of magnitude estimates, and detailed cost plans at all design stages
- Prepare and submit cost plan reports at each design stage
- Develop and maintain cost databases and benchmarking data with GCC market rates
- Produce Bills of Quantities, pricing documents, and schedules of rates
- Advise clients on procurement strategy and contract selection
- Prepare tender documentation, manage tender process, and lead pre qualification
- Evaluate tender submissions, conduct commercial negotiations, and prepare tender reports
- Drive value engineering and cost optimisation exercises with design teams
- Undertake cost in use and whole life cycle costing studies
- Identify, assess, and advise on commercial and financial risks
- Manage design development against approved budgets and report cost movements
Requirements
- Degree qualified in Quantity Surveying, Commercial Management, or similar discipline
- Professionally qualified (MRICS or similar) or actively working towards chartered status
- Minimum 7–10 years' experience in similar roles with strong pre contract focus
- Prior UAE / GCC experience essential
- Prior consultancy experience strongly preferred
- Demonstrated competency in cost planning and estimating with knowledge of GCC market rates
- Proven experience preparing and presenting stage cost plans and cost reports
- Good knowledge of construction industry technical matters including procurement routes and value engineering
- Knowledge of CostX or similar estimating software and BIM preferred
- Excellent commercial negotiation, analytical, and report writing skills
- Strong communication and stakeholder management abilities

About the Role
- We are seeking an experienced Senior Quantity Surveyor (Pre Contract) to join our growing team in Dubai.
- The ideal candidate will have extensive pre contract experience across major construction and infrastructure projects.
- This is a client facing role within a professional and ambitious team.
Key Accountabilities
- Lead pre contract cost management responsibilities, taking ownership of service delivery from concept through to contract award.
- Prepare feasibility studies, order of magnitude estimates, and detailed cost plans at all design stages.
- Prepare and submit cost plan reports at each design stage (concept, schematic, detailed design, and tender).
- Develop and maintain cost databases and benchmarking data, applying strong understanding of current GCC market rates.
- Produce Bills of Quantities, pricing documents, and schedules of rates in accordance with recognised standard methods of measurement.
- Advise clients on procurement strategy and contract selection, including single and two stage tendering.
- Prepare tender documentation, manage the tender process end to end, and lead pre qualification of contractors and consultants.
- Evaluate tender submissions, conduct commercial negotiations and clarifications, and prepare detailed tender reports.
- Drive value engineering and cost optimisation exercises with design teams.
- Undertake cost in use and whole life cycle costing studies to inform design and investment decisions.
- Identify, assess, and advise on commercial and financial risks, developing mitigation strategies.
- Manage design development against approved budgets, reporting cost movements at each stage.
What do we need from you
- Degree qualified in Quantity Surveying, Commercial Management, or a similar discipline.
- Professionally qualified (MRICS or similar) or actively working towards chartered status.

- Excellent commercial negotiation, analytical, and report writing skills.
- Strong communication and stakeholder management abilities, with a self motivated, client focused approach.
