Senior QHSE Officer

Job Purpose

Key Responsibilities

• Promote safety and sustainability leadership at project sites.
• Ensure Provis personnel understand and comply with HSE requirements.
• Provide HSE information, instruction, supervision and training.
• Report HSE violations and follow up on corrective and preventive actions.
• Provide on-site HSE support and complete required reporting on time.
• Conduct HSE compliance audits under statutory, regulatory and internal requirements.

Employee-Specific Responsibilities

• Implement safety management systems in accordance with the client's safety management framework.
• Develop safety procedures and ensure compliance with OSHAD SF requirements.
• Conduct regular HSE audits and inspections, identify hazards and recommend control measures.
• Prepare HSE reports for planned preventive maintenance activities across technical and soft-service functions.
• Maintain HSQE process maps, procedures, checklists and SOPs.
• Coordinate permit-to-work controls and safe systems of work for restricted areas.
• Develop training schedules and deliver HSE training to service and office staff.
• Monitor service-provider performance on health and safety matters.
• Coordinate incident and complaint follow-up with technical site teams and close nonconformities.
• Issue learning bulletins, safety alerts and other HSE information.
• Support emergency response teams through evacuation procedures and drills.
• Coordinate with medical staff and first aiders and promote workforce health awareness.

Measurable Objectives

• Prepare and conduct HSE compliance audits for allocated project sites.
• Prepare safety inspection reports and distribute them for corrective action.
• Verify corrective and preventive action effectiveness and close actions.
• Provide inputs for monthly HSE dashboard reports.
• Document training sessions and contractor inductions.
• Determine risks, control measures and implementation status.
• Monitor compliance with legal and regulatory requirements.

Operational Systems

• Oversee permit-to-work, lock-out/tag-out, hazardous chemical MSDS, PPE, confined-space awareness and working-at-height systems.

Qualifications

• Bachelor's degree or diploma in engineering, or a Bachelor of Science in a related discipline.
• Certified health and safety qualification, preferably NEBOSH IGC.
• Internal Auditor knowledge or certification for ISO 9001, ISO 14001 and ISO 45001 standards.
• OSHAD-approved safety practitioner status.

Experience and Skills

• At least five years of Health and Safety Officer experience in facility management or property management.
• Experience in HSQE documentation and reporting.
• Inspection, investigation and audit skills.
• Ability to train people from different nationalities and work in a multicultural environment.
• Verbal and written communication skills in Arabic, English and Hindi/Urdu.
