Responsibilities
- Plan, coordinate, and manage all phases of project delivery from concept through completion
- Monitor PMEC and Contractor performance in delivery programs, including adherence to schedule, cost, and standards
- Ensure adherence to industry regulations, environmental standards, and safety protocols
- Implement quality standards and conduct periodic inspections
- Manage interfaces between work packages and systems
- Lead stakeholder engagement and provide regular progress reporting
- Manage contract delivery within the wider programme environment, including change control
- Promote collaboration, continuous improvement, and best practice across the project team
- Lead technical excellence and quality improvement processes
- Monitor and report to Client management on progress, milestones, and conditions affecting cost or schedule
- Oversee establishment of Project Management Plan, H&S Plan, QA/QC Plan, Systems Integration Plan, Testing & Commissioning Plan
- Work with key staff, consultants, contractors to devise action plans for cost overruns or delays
Requirements
- Bachelor's degree and/or Chartered Engineer status
- Minimum 15 years experience in management of design and/or construction of rail projects, preferably HSR
- Demonstrated experience in project management for railway and transit major projects
- Experience managing multi disciplinary rail civils packages and interfaces
- Proven construction management experience
- Strong commercial and financial awareness
- Excellent written and oral communication skills
- Ability to lead teams and manage complex stakeholder environments
- Engineering background or technical background
- Relevant project or construction management certification (e.g., PMP, CCM) preferred
- Proven experience on High Speed Rail projects highly desirable
- GCC/UAE experience

Job Description
- Parsons is looking for a Senior Project Manager to join the team in Abu Dhabi, UAE.
- The role involves managing a major rail project on behalf of the Client, ensuring successful delivery of all package activities within a high speed rail project.
What You'll Be Doing
- Plan, coordinate, and manage all phases of project delivery from concept through to completion.
- Monitor PMEC and Contractor performance in delivery programs according to packaging strategy.
- Ensure adherence to industry regulations, environmental standards, and safety protocols.
- Implement quality standards and conduct periodic inspections.
- Manage interfaces between work packages and systems.
- Lead stakeholder engagement and provide clear, regular progress reporting.
- Manage contract delivery within the wider programme environment, including change control.

- Excellent written and oral communication skills.
- Ability to function in a multi organizational environment.
- Self motivated and capable of managing tasks independently.
- Engineering background or technical background.
