Position Summary
Manage end-to-end procurement of mechanical, electrical, plumbing, firefighting, and ELV materials, equipment, and specialist subcontract packages.
Evaluate technical requirements, manage suppliers, compare bids, negotiate terms, administer orders and contracts, and ensure timely delivery while protecting cost, quality, and programme.
Sourcing and Supplier Management
- Identify, pre-qualify, and develop suppliers, manufacturers, authorised distributors, and specialist subcontractors.
- Maintain approved vendor lists and supplier capability and performance records.
- Build manufacturer and regional-agent relationships and address supplier underperformance.
Technical Evaluation
- Review MEP drawings, specifications, schedules, and BOQs to establish procurement requirements.
- Prepare RFQs and enquiry packages and review technical submittals, deviations, alternatives, and value-engineering opportunities.
- Coordinate technical approvals with Engineering, Design, QA/QC, and Site teams.
Commercial Evaluation and Negotiation
- Prepare bid comparisons, verify quotation arithmetic, and normalise quotations by scope, exclusions, Incoterms, delivery, and payment terms.
- Negotiate prices, delivery, payment terms, warranties, and contractual provisions.
- Prepare award recommendations and achieve savings without compromising quality, specification, or programme.
Orders and Contract Administration
- Prepare, issue, and administer purchase orders, supply agreements, and subcontract packages.
- Maintain the PO register and manage commitments, deliveries, variations, amendments, guarantees, bonds, and close-out documentation.
Cost Control, Logistics, and Compliance
- Prepare budgets, forecasts, cost reports, procurement pipeline reports, savings reports, and variance explanations.
- Coordinate long-lead items, shipping, customs clearance, inspections, delivery, expediting, and recovery actions.
- Maintain auditable records and comply with company policies, delegation of authority, audit requirements, and local-content reporting.
Required Qualifications and Experience
- Bachelor's degree in Mechanical or Electrical Engineering.
- At least 10 years of procurement experience, including at least 5 years in MEP procurement within construction, contracting, or facility management.
- Experience across HVAC, electrical, plumbing, firefighting, and ELV packages.
- Ability to interpret MEP drawings, specifications, schedules, and BOQs.
- Experience negotiating and awarding high-value packages with demonstrable cost savings.
- Strong knowledge of the Saudi MEP supplier and subcontractor market.
- Advanced Microsoft Excel skills for bid comparisons, cost analysis, and reporting.
- Strong written and spoken English, transferable Iqama or legal work eligibility, and availability within 30 days.
Preferred Qualifications
- Professional certification such as CIPS, CSCP, or CPSM.
- Experience with SAP MM, Oracle, Odoo, government or semi-government clients, Etimad, local-content reporting, letters of credit, or international procurement.
- Arabic language skills and a Saudi driving licence.
Technical Knowledge
- Working procurement knowledge of HVAC systems and equipment, including chillers, AHUs, FCUs, VRF, pumps, ductwork, insulation, and controls.
- Working procurement knowledge of electrical systems, plumbing and drainage, firefighting and fire alarm systems, ELV systems, and building management systems.
- Knowledge of Saudi Building Code, SASO, ASHRAE, NFPA, IEC, BS/EN, and utility authority requirements.
