- Develop and implement procurement plans, ensuring alignment with project objectives and organizational goals
- Establish and maintain standard operating procedures for procurement activities
- Conduct desktop market analysis and facilitate supply chain development
- Prepare and manage comprehensive tender documentation, including EOI, prequalification, and RFP
- Facilitate tender processes, including issuing tender packages, responding to queries, and coordinating with contractors and suppliers
- Evaluate tender submissions, including technical, commercial, and financial assessments, and prepare tender recommendation reports
- Collaborate with internal teams and engage with external stakeholders to ensure procurement decisions align with program objectives
- Assess contract conditions across varying contract types and ensure compliance with corporate, contractual, and ethical standards
- Mentor and develop team members, providing training and support to enhance their skills and performance
- Report procurement challenges and issues to the Program Director and develop appropriate resolutions
Requirements
- Bachelor’s degree in Quantity Surveying, Procurement, Supply Chain Management, Business Administration, Engineering, or related field
- Minimum of 10+ years of experience in procurement management, preferably within major capital works or infrastructure projects
- Proven experience managing procurement processes across the entire lifecycle, from EOI to prequalification, RFP, and contract award
- Strong experience in contractor price assessment, tender evaluations, and supply chain management
- Familiarity with procurement tools such as SAP, PRISM, Aconex, or equivalent systems
- Strong understanding of procurement regulations, contract law, and industry best practices
- Excellent written and verbal communication skills in English
- Strong problem solving skills, with the ability to work autonomously in ambiguous conditions

Job Description
- Parsons are seeking a highly skilled and experienced Senior Procurement and Commercial Manager to lead and manage procurement and commercial activities.
- The successful candidate will be responsible for developing and implementing procurement strategies, managing the tendering process, and ensuring alignment with project objectives and organizational standards.
- This role will involve both internal and external procurement activities, including preparing tender documentation, facilitating market engagement, evaluating tender submissions, and producing tender recommendation reports.
- The Commercial / Procurement Manager will also play a critical role in engaging with stakeholders, ensuring compliance with corporate and contractual standards, and driving best practices in procurement for complex, high profile projects.
What You'll Be Doing
- Procurement Planning: Develop and implement procurement plans, establish standard operating procedures, conduct market analysis, and facilitate supply chain development.
- Tender Management: Prepare and manage tender documentation, facilitate tender processes, evaluate submissions, and prepare recommendation reports.
- Stakeholder Engagement: Collaborate with internal teams and engage with external stakeholders to ensure procurement decisions align with program objectives.
- Market Engagement and Supply Chain Management: Identify potential suppliers, build relationships, assess market conditions, and provide recommendations.
- Contract and Price Assessment: Assess contract conditions, evaluate pricing, and prepare pre tender estimates.
- Compliance and Best Practices: Ensure adherence to standards and implement best practices.
- Team Leadership and Development: Mentor team members, conduct performance evaluations.
- Reporting and Communication: Report challenges to Program Director and provide regular updates.
What Required Skills You'll Bring
- Education: Bachelor’s degree in Quantity Surveying, Procurement, Supply Chain Management, Business Administration, Engineering, or related field. Higher National Diploma in a relevant field is also acceptable.
- Certifications: Professional certifications such as CIPS or equivalent are desirable but not mandatory.
- Experience: Minimum of 10+ years in procurement management, preferably within major capital works or infrastructure projects. Proven experience managing procurement processes across the entire lifecycle. Strong experience in contractor price assessment, tender evaluations, and supply chain managemen
- Technical Skills: Familiarity with procurement tools such as SAP, PRISM, Aconex, or equivalent systems. Strong understanding of procurement regulations, contract law, and industry best practices.
