  • We are seeking Senior / Principal Consultants – Transaction Advisory to join our Strategic Advisory team in the Middle East.

What You'll Do

  • Leading and supporting in the development and delivery of infrastructure transaction advisory and PPP engagements.
  • Managing project development activities including feasibility studies, techno economic assessments, options analysis, business cases, and market sounding exercises.
  • Advising governments, infrastructure authorities, developers, and investors on PPP frameworks, delivery models, procurement strategies, and commercial structures.
  • Supporting the structuring and execution of infrastructure transactions, including procurement design, tender documentation (RFQ/RFP), bid evaluation, negotiations, and contract development.
  • Developing and reviewing commercial frameworks, risk allocation strategies, payment mechanisms (availability based, user pay), and concession agreements.
  • Managing due diligence activities including commercial, financial, and operational assessments for public and private sector clients.
  • Managing complex stakeholder environments and engaging effectively with government entities, private sector partners, investors, lenders, and advisors.
  • Managing project budgets, schedules, resources, risks, and contractual obligations.
  • Supporting business development activities, including transaction pipeline development, opportunity identification, and proposal preparation.
  • Building and maintaining strong client relationships and acting as a trusted advisor to senior decision makers.
  • Supporting collaboration across Jacobs' global advisory network to leverage PPP, project finance, and transaction advisory expertise.

Here's what you'll need

  • Bachelor’s or Master’s degree in Engineering, Economics, Finance, Business, Infrastructure Planning, or a related discipline.
  • 5+ years of professional experience in infrastructure advisory, transaction advisory, PPP/P3 delivery, project finance, or major capital projects.
  • Demonstrated experience supporting or leading PPP transactions from project development through procurement and financial close.
  • Experience developing business cases, feasibility studies, commercial assessments, and infrastructure delivery strategies.
  • Strong understanding of PPP frameworks, procurement approaches, commercial and contractual structures, and infrastructure transaction processes.
  • Experience working with government entities, PPP units, infrastructure authorities, developers, investors, lenders, or advisors.
  • Strong project management capabilities with experience managing budgets, schedules, risks, and client relationships.
  • Excellent analytical, problem solving, report writing, and presentation skills.
  • Strong stakeholder engagement and communication skills with the ability to influence senior decision makers.
  • Proven ability to support business development activities and contribute to winning transaction advisory work.

Ideally, Here's What You'll Also Have

  • Experience supporting PPP, privatization, or infrastructure transactions in the GCC and broader Middle East region.
  • Experience across sectors such as transport (rail, aviation, roads, ports), water, utilities, energy, healthcare, education, or social infrastructure.
  • Familiarity with project finance principles, financial structuring, and infrastructure investment frameworks.
  • Experience advising ministries, PPP units, government agencies, sovereign entities, or infrastructure authorities.
  • Exposure to both public side (procuring authority) and private side (bidder/investor) transaction advisory.
  • Ability and willingness to travel across the Middle East.
  • A passion for solving complex infrastructure challenges and delivering bankable, sustainable, and commercially viable outcomes.
