About the Role
We are looking for a driven Senior Planning Manager to support the development of Mega Projects in the UAE. This client-facing role involves planning, scheduling, change management, and multi-project resource management.

Responsibilities
- Work with the client and contractors to establish work breakdown structures (WBS), CPM baseline schedules, and integrated master schedules (IMS)
- Review project plans, requirements, and specifications
- Load schedules with resource and cost information
- Work with the project team to ensure development and implementation of integrated planning and reporting systems
- Develop and manage the delay analysis process and deliverables
- Manage and mentor the Planning Team
- Perform resource analyses to identify potential bottlenecks and resource strain
- Update, maintain, and revise monthly and weekly schedules and reports
- Coordinate and conduct reviews of consultants, contractors, and vendor schedules
- Report on comparisons of monthly schedule updates, including changes, delays, or accelerations
- Develop and implement an earned value system (EVM) that accurately measures project work progress and performance
- Identify program and project risks and provide recommendations to mitigate impact
Requirements
- Bachelor's degree in construction engineering, engineering, project management, or related technical field
- 15+ years of construction planning and scheduling experience
- Fluency in English is a must
- Multi disciplinary and vertical construction experience (Infrastructure, Power Generation, Oil & Gas, Hospitals, Mixed use buildings, etc.)
- Experience in data centers, mission critical facilities, and projects of similar complexity
- Earned Value Management experience
- Experience working with Multinational PMC consultants and Contractors
- Highly proficient in Primavera P6, including resource management
- Experience developing various types of reports
- Experience in client facing positions
- Strong communication skills
- Proficient in Microsoft Project

Overview
- Decima International is a professional services company providing project management and controls services. We are looking for a driven and capable Senior Planning Manager to support the development of Mega Project(s) in the United Arab Emirates. This is a client facing role.
Responsibilities
- Work with the client and contractors to establish work breakdown structures (WBS), CPM baseline schedules, and integrated master schedules (IMS).
- Review project plans, requirements, and specifications.
- Load schedules with resource and cost information.
- Work with the project team and various functions to ensure the development and implementation of integrated planning and reporting systems.
- Develop and manage the delay analysis process and deliverables.
- Manage and mentor the Planning Team and ensure their deliverables are well integrated into the system and up to the quality standards.
- Perform resource analyses to identify potential bottlenecks and resource strain.

- Coordinate and conduct reviews of consultants, contractors, and vendor schedules to ensure plans are achievable and meet the client's standards and contract specifications.
- Report on comparisons of monthly schedule updates, including changes, delays, or accelerations.

- Identify program and project risks and provide recommendations to mitigate the impact of these risks.
Required Qualifications
- Bachelor's degree in construction engineering, engineering, project management, or related technical field.
- 15+ years of construction planning and scheduling experience.

- Highly proficient in Primavera P6, including resource management (resource and cost loading, tracking, leveling, reporting, etc.).
- Experience developing various types of reports, targeting different audiences.
- Experience in client facing positions.
- Demonstrated ability to understand technical and complicated construction programs.
Preferred Qualifications
- Master's in Construction Management.
- PSP or PMI SP certification.
- Active membership in PMI, AACEi, or similar associations.
