Job Description

  • Parsons are looking for a seasoned Senior Project Manager: Station (MEP) to join their team!
  • The Senior Project Manager: Station MEP (PMC) is a senior, client‑facing role responsible for managing the end‑to‑end design and build process of station MEP works on major rail/transit or complex infrastructure projects.
  • This is a non‑operational position focused on project and design management, technical assurance, and contractor oversight on behalf of the client.

What You'll Be Doing

  • Act as the primary PMC point of contact for all station MEP matters, representing the client in meetings with designers, contractors, authorities, and other stakeholders.
  • Ensure that the employer’s requirements, contracts, and design briefs for station MEP systems are clearly communicated, understood, and implemented.
  • Provide independent, objective advice and recommendations to the client on technical, program, commercial, and risk issues related to station MEP works.
  • Manage and oversee the full MEP design lifecycle for stations: concept, schematic, detailed design, and IFC stages.
  • Review and comment on design submissions, drawings, calculations, models, and specifications for HVAC, power distribution, lighting, fire protection, plumbing and drainage, vertical transportation, ELV/BMS, and life safety systems.
  • Ensure design compliance with employer’s requirements, project technical standards, local codes, international standards, fire and life safety regulations, and authority requirements.
  • Chair and coordinate design review meetings, value engineering and constructability workshops, and multi‑discipline coordination sessions.
  • Oversee requirements management and traceability, design verification and validation, and close‑out of design review comments.
  • Ensure interfaces between MEP, architecture, structure, rail systems, and station operations are identified and resolved at design stage.
  • Support the preparation and review of technical sections of tender documents, scopes of work, and employer’s requirements for station MEP packages.
  • Review and evaluate technical proposals, clarifications, and deviations from contractors and suppliers; provide recommendations to the client for award.
  • Assist in contract negotiations and post‑award technical clarifications with MEP contractors and key vendors.

Construction and Commissioning Oversight

  • From a PMC perspective, oversee and manage construction and installation activities for station MEP systems, ensuring alignment with approved designs, specifications, and quality standards.
  • Monitor contractor construction methodologies, sequencing, and resource planning for MEP works; challenge and improve where needed.
  • Coordinate resolution of site technical issues and RFIs in collaboration with design consultants and contractors.
  • Track and manage MEP interfaces with civil works, finishes, systems integration, and other trades to avoid clashes and rework.
  • Monitor compliance with project HSE requirements during MEP construction activities.
  • Review and approve, on behalf of the client, testing and commissioning strategies, plans, procedures, and integrated test schedules for station MEP systems.
  • Monitor execution of pre‑commissioning, functional performance tests, integrated systems testing, and life‑safety commissioning.
  • Review test results, non‑conformance reports, and snag lists; ensure timely rectification and closure by contractors.
  • Coordinate with operations, maintenance, and systems teams to ensure that MEP systems meet handover, operability, maintainability, and life‑cycle requirements.
  • Oversee completion and quality of as‑built documentation, O&M manuals, training materials, and handover deliverables.

Program and Risk Management

  • Manage and track station MEP design and construction activities against the approved master schedule and key milestones.
  • Identify critical path activities and dependencies affecting MEP delivery; initiate recovery plans where schedule slippage occurs.
  • Monitor MEP‑related costs, variations, and potential claims; support the client in negotiation and resolution.
  • Maintain and regularly update risk registers for station MEP works, identifying mitigation measures and contingency plans.
  • Provide accurate, timely progress reports, dashboards, and presentations for the client’s senior management and governance committees.

Stakeholder and Team Coordination

  • Coordinate with client internal departments (Operations, Maintenance, Safety, Security, IT, Commercial, etc.) to ensure MEP designs and installations meet operational and business requirements.
  • Interface with local authorities (e.g., civil defense, utility providers, building control) to support timely approvals, NOCs, inspections, and permits.
  • Facilitate coordination between multiple design consultants, contractors, systems integrators, and third parties involved in station delivery.
  • Lead and mentor a team of station MEP engineers and specialists working within the PMC team.
  • Promote a culture of quality, safety, and proactive risk management across all MEP‑related activities.
  • Ensure that robust quality assurance/quality control (QA/QC) processes are applied to MEP design and construction deliverables.
  • Support knowledge transfer, continuous improvement, and lessons learned across the program.

What Required Skills You'll Bring

  • Bachelor’s degree in Mechanical, Electrical, Building Services, or related Engineering discipline.
  • Master’s degree in Engineering, Project Management, or related field is an advantage.
  • Professional engineering registration or chartership (CEng, PE) is highly desirable.
  • Project management certification (PMP, PRINCE2) is an advantage.
  • Minimum 15 years’ experience in MEP engineering for major buildings (early career) AND rail/transit stations (current & essential), with substantial design and site supervision exposure.
  • Significant experience working within a PMC, client organization, or international consultancy on large, multi‑discipline infrastructure or transportation projects.
  • Demonstrated track record managing station or complex building MEP packages from design through testing and commissioning.
  • Strong experience coordinating multi‑discipline designs and managing contractors and vendors.
  • Prior experience on rail/metro stations or other complex, public‑use facilities (airports, hospitals, large commercial developments) is highly advantageous.
  • Deep technical understanding of station MEP systems: HVAC, power distribution, emergency power, lighting, public health, fire protection, fire alarm, BMS/SCADA, ELV systems, and life‑safety strategies.
  • Strong knowledge of relevant local codes, international standards, and fire and life safety regulations.
  • Proven ability to manage complex design and construction processes, with strong planning and organizational skills.
